When using transition decel credit to offset turn decel, is it all or nothing? Or can a player choose to take only part of the credit?

I have the following movement.
Plane able to HT at speed 3.0, so uses maneuver flaps to perform HT transition and turn.

is the power line this ?
(a) : (4p) - (4.5c+2cd+9tr+(13-3)tu+2.5cl+1fl) = 4 - 29 = -25
or this ?
(b) : (4p) - (4.5c+2cd+9tr+(13-4.5)tu+2.5cl+1fl) = 4 - 27.5 = -23.5
The difference is in the turn decel credit.
In (a), the decel caused by the flaps is not counted in the transition decel credit.
In (b), the decel caused by the flaps, is counted in the transition decel credit.
Which one is right ?
From the WOtML Rule book -
"Transition Decel Notes: Turn rate decel is incurred for each
30° of attitude changed in a transition at the selected rate. Normal
turning effects are incurred from transitions as if they were
horizontal turns. Pilot quality, slats and flaps affect transitions
as if they were horizontal turns. The term "Free" indicates there
is no decel incurred for that transition and for all other purposes
"Free" is treated the same as an EZ turn."
Note: "Pilot quality, slats and flaps affect transitions" from above.
Therefore, I vote for Door B -> 1/2 of flap decel
is also credited to turn decel.

b. is the answer. You get half of ALL transition decel (turn rate plus extra flap decel).
