This means that I can take 60° facing change for each FP flown

Yes.
The idea is that 60° of turning needs to be treated the same regardless of whether you can do it using a single FP or if you need multiple FPs. The drag and stress calculations are all based on 30° turns, so if you are slow enough to be able to do two of them in a single FP, you still have to count them as two separate turns.
