I have an Emil with this start line :
Emil #3 2730/2831 NW, 0.2, 5.0, RB, +0.5, SHD, 2TTR, SD [9H/1C HS]
Is there any way he can avoid crashing on next game turn ?
16.1 says :
Tactical & Combat Scale: The ground is at level zero un¬less otherwise noted in a scenario. The minimum altitude an A/C can fly at is 100 feet. On terrain combat scale maps there may be contour lines representing terrain rises of 100 feet or more. If an A/C's MC or FP expenditures causes it to descend onto or meet rising ground level terrain during its move, it crashes and is destroyed killing all aboard. Exception, see Rule 16.3.
6.1.3 says :
The MC may be applied all at once at the start of an A/C's move, or continuously, at a rate of 1 or 2 increments per FP, starting with the first FP expended.
At speed 5.0 (or 4.5 if reducing throttle to idle), his MC will be 0.2.
He has a start altitude of 0.2, so this would bring him to altitude 0.0.
The Emil could choose to apply only 0.1 with the first FP, and then 0.1 with the second FP (as per 6.1.3 above), but he would then hit the ground after the expenditure of FP2. His only chance would be to be able to use a climbing VFP on his second FP IIUC. But this can’t happen as he can only BTx2 pull (FATT entry 2/3H, 0V to 1V+) so the first VFP allowed would be the 5th.
So, by 16.1 above, and a previous ruling by JD here (about OC), I understand that the A/C will crash.

Do you confirm ?
I'm pretty sure the answer is yes. Note JD's words re: target fixation and planet earth for p-38#3's moves in our 3e Air to ground scenario:
