Sluggish controls say ”allowed maneuver rates reduced by one (if speed allows BT, then =< HT possible. EZ always OK).”
Does that mean, that when an A/C whose speed does not allow an ET turn (would cause a turn stall) tries to perform a BT:
1) it enters a turn stall (as if having attempted an ET)
2) is not allowed and will perform a HT instead (as the controls are effected, not the AoA).
This critical cannot create a turn stall. Turn stalls are based on exceeding allowed turn rate speeds.
Per the critical - The pilot is not allowed to reach the highest available turn rate based on speed. He can only do one rate less than the highest available.
Move error should be changed to utilize the highest available sluggish rate.

This is different from when normal controls are available.

In the event the A/C has a turn carry in place that exceeds the sluggish rate after combat damage. The carried turn should be extended and completed based on the FP requirements of the sluggish rate, not the carried rate.
No turn stall should be imposed, as opposed to when a plane slows down below the speed allowed for the carried rate.

What happens if you roll twice this same critical effect :
Controls sluggish
What is the effect of that ?
Are the controls doubly sluggish (how's that defined ?)
Is the second effect a Hollow Space instead ?
I'd play it that your max allowed rate by speed would be reduced two steps. Say if you could do BT, only TT or less allowed.
