How does this control cable jamming affect turn carrying?
If I start a legal turn rate this turn, it could become an illegal turn rate next turn (depending on dr).. then what.?
Continue at (now)illegal rate, no new illegal rate turns? or
Continue at (new)legal rate? or
Stall? or...
I’ll rule that it transforms into the max allowable one, retaining its carry.

Say an aircraft carries a turn at HT rate, and then the next game turn rolls an odd result (only TT or lower allowed). What happens to the carry?
a) Abandon turn, as it’s now “illegal.”
b) Continue as is, as the cables already were pulled taught.
c) Transform the turn into a TT, retaining all accumulated carries.
I would choose option (c). Reduce the turn rate and keep carries. You could assume that the cables slip a bit.

I would assume C as well.
You pay for decel at the start of the turn…now you are forced to TT.
If you had made the choice to reduce the turn in would be the same…now you are simply forced.
