LUDIP Training for SUCs: Preparing Land Use Development and Infrastructure Plans for State Universities and Collegesย
November 9, 2022 โ State Universities and Colleges (SUCs) nationwide took a significant step forward in enhancing their institutional planning capacities through the Training on the Preparation of the Land Use Development and Infrastructure Plan (LUDIP). Organized by the University of the Philippines School of Urban and Regional Planning (UP SURP) in partnership with the Commission on Higher Education (CHED), the extensive training program ran from November 9, 2022 to February 3, 2023, reflecting the national commitment to robust, compliant, and sustainable campus development practices.
The training equipped SUC planners, administrators, and technical personnel with the knowledge and tools necessary for crafting comprehensive LUDIPs in compliance with Republic Act No. 11396, which mandates all SUCs to prepare and implement LUDIPs as a prerequisite for future infrastructure initiatives. Through a series of lectures, workshops, hands-on exercises, and consultations, participants gained a deeper understanding of planning components such as land asset inventory, environmental and geohazard assessment, spatial analysis, zoning and site development planning, infrastructure programming, and investment planning.
Romblon State University (RSU) actively participated in this nationwide initiative, sending five (5) members of the RSU LUDIP Team, along with counterparts from various RSU satellite campuses. Their attendance strengthened RSUโs institutional capability to prepare accurate, data-driven, and future-proof development plans for its nine campuses and land assets.
Throughout the training, UP SURP experts shared best practices in urban and regional planning, while CHED provided guidance on policy standards, compliance requirements, and developmental frameworks. This collaborative effort ensured that SUCs could align their campus development directions with national priorities and global sustainability principles.
For RSU, the training was not only an opportunity to build technical skills but also a platform to reinforce its long-term vision of becoming a GREEN, SMART, and RESILIENT university system. The insights gained will directly support the refinement, validation, and implementation of RSUโs LUDIP, ensuring that future infrastructure investments are well-planned, environmentally sound, and strategically aligned with academic goals.
As SUCs continue to expand and innovate, capacity-building programs like this LUDIP training play an essential role in shaping well-designed campuses that nurture quality education, research excellence, and community development. RSUโs participation reflects its unwavering commitment to institutional growth, sustainability, and the delivery of world-class learning environments.
