Empowering SUC Presidents and Campus Administrators: LUDIP Training Orientation on Land Use Development and Infrastructure Planningย
October 18, 2022 โ In a significant step toward elevating infrastructure governance and campus planning across State Universities and Colleges (SUCs), a comprehensive LUDIP Training Orientation was conducted for SUC Presidents and Campus Administrators. The training, titled โTraining on the Preparation of the Land Use Development and Infrastructure Plan (LUDIP),โ served as a vital platform for strengthening the capacity of higher education leaders to design, manage, and implement sustainable campus development plans.
Organized by the Commission on Higher Education (CHED) in partnership with the University of the Philippines School of Urban and Regional Planning (UP SURP), the orientation brought together administrators, planners, and decisionmakers from SUCs nationwide. The activity reflected CHEDโs commitment to supporting SUCs in meeting the requirements of Republic Act No. 11396, which mandates the preparation and implementation of LUDIPs as the official blueprint for land use and infrastructure development in public universities.
The training provided participants with an in-depth understanding of the core components of a comprehensive LUDIP, including land asset inventory, cadastral validation, zoning and site development planning, environmental and geohazard assessment, infrastructure prioritization, and investment programming. Emphasis was placed on creating campus plans that are resilient, environmentally sustainable, academically responsive, and aligned with national development frameworks.
To ensure practical learning, UP SURP experts shared methodologies, case studies, and best practices in urban and regional planningโequipping SUC leaders with the tools needed to craft informed, evidence-based development strategies. The training also encouraged knowledge exchange, allowing SUCs to learn from one anotherโs experiences, innovations, and institutional challenges.
This initiative serves as a milestone in building a professionalized, future-ready planning culture across SUCs. By empowering university presidents and campus administrators with technical knowledge and strategic insights, the training ensures that LUDIP formulation and implementation will be efficient, compliant, and impactful.
As SUCs continue to expand their academic offerings, research capabilities, and student populations, the importance of clear, data-driven land development planning has never been greater. Through the support of CHED and UP SURP, SUCsโincluding Romblon State Universityโare better equipped to design campuses that are GREEN, SMART, RESILIENT, and built to meet the evolving needs of Philippine higher education.
