A cold light flashes from your hand into the sky as blue shards hurl down in a 20-foot-radius, 40-foot-high cylinder centered on a point within range. Until the spell ends, shards of freezing ice rain down upon the area. When a creature enters the spell's area for the first time on a turn or starts its turn there, it must make a Dexterity saving throw. A target takes 3d6 cold damage on a failed save, or half as much damage on a successful one.
At Higher Levels : When you cast this spell using a spell slot of 4th level or higher, the damage increases by 1d6 for each slot level above 3rd.
