The minimum lot size for a residential lot is 5,000 ft. To put a  single-family dwelling on the undersized  lot in question would require some type of variance to the zoning code.


in all likelihood with enough money you can probably get the city to turn over their easement footage adjacent to your property. If that is the case you would STILL NOT BE able to get your 5,000 square footage necessary. This Is providing that the easement belongs to the city that would have to be research. It does not appear that any of this Trail easement has ever been used but that would have to be verified. It looks like that 5foot easement has just been incorporated  by use into your property even though it's not part of a lot  and would not be considered towards the $5,000 ft requirement unless it was relinquished by the owner to your benefit


 The Topography of the lot in  question is obviously very steep going uphill from the public right away. The amount and cost of engineering required to make a buildable pad is the primary reason this lot has not been developed so far.

The existing structure to the right of the property question was most likely built before the minimum lot requirement was established in the zoning code. Many other City requirements may be attached to any kind of development including some type of preservation to the 5-ft trail shown on the Assessor's map  and also Street Improvement requirements Etc.

Unless you have lots of experience dealing with headaches like this it is probably not worth your while. Just to create a report  which professionally estimates the building and permit  cost and feasibility of a project like this would cost in the thousands with no insurance that it would be economically feasible.
