The State of Utah Department of Administrative Services has statutory authority of ownership for all state-owned equipment. They have granted UDOT authority to operate state fleet vehicles; they hold authority over the vehicles and are accountable for how UDOT manages/uses the equipment.
UDOT owns and operates more than 5,000 units of equipment with a replacement value of $200 million. UDOT procures equipment for Maintenance and other divisions in order to perform the necessary activities needed to maintain the transportation system (generally items that cannot be procured through the Utah Division of Fleet Services). UDOT-owned equipment tracked usage through the hours or days used, while fleet vehicles track the mileage used.
The following are a few examples of UDOT-owned equipment operated by Maintenance forces:
Mini Excavator
A compact or mini excavator is a tracked vehicle. It generally includes a standard backfill blade and features independent boom swing used mainly for excavation purposes on Maintenance projects.
Mini Excavator
Crack seal machines are used to fill individual pavement cracks to prevent entry of water or other non-compressible substances such as sand, dirt, rocks or weeds.
Graders
A motor grader is a vehicle used to maintain unpaved roads and establish the final grades on maintenance/construction projects. UDOT also uses these for winter operations for snow removal with attached head and wing plows.
Pick-Up Brooms
The Street Sweeper/ pick up broom has gutter brooms on each side, a large broom for sweeping the roadway, a water spray system to help control dust. UDOT uses this broom to sweep their city streets, along concrete barrier and bridge structures etc..
Winter Operations Equipment (See Chapter 8)
The snow plow truck is used for winter operations and can be outfitted with different plow and sander configurations. The truck is also used in the summer months for hauling asphalt, untreated road base, debris etc.

Fleet vehicles are not owned by UDOT–they are purchased by the State Division of Fleet Operations and leased to UDOT. Fleet vehicles primarily consist of light-duty vehicles used to fulfill UDOT’s operational needs. The Division of Fleet Operations has a vehicle mileage utilization standard: the current minimum-usage standard is 625 miles per month and 7500 miles per year. This minimum acceptable utilization justifies a need for the vehicle. All Fleet Owned (FO) vehicles have a lease fee that UDOT pays each month to Fleet Operations regardless of the actual usage. When UDOT does not have the specific piece of equipment required for a project, equipment rental contracts are available for short-term use and emergency conditions (e.g. excavators, bulldozers, backhoes, water pumps etc.).
