Funding requests can appear in two forms:
Line Item Transfers: budget increases to line items that pull from UDOT funds, e.g. transportation funds, TIF, TTIF (the request of funding to be moved from one line item to another within UDOT will need to be approved through legislative action)
Building Blocks: budget increases to line items that pull from non-UDOT funds, e.g. general funds (the request for additional money to be added to UDOT’s total budget will need to be approved through legislative action)
Line Item Transfer
Maintenance has requested additional funding for the purchase of materials needed for the chipping operations. The funds are being requested because of an increase in prices for chips that was unforeseen. Senior leadership has requested to move funds from the construction line Item into the operations/maintenance line time to cover this overage. This is funded with transportation funds which are UDOT funds.
Building Blocks
The legislature requested Highway 6, from I 15 to I 70, to be designated as the Mike Dmitrich Highway. UDOT requested one time general funds (non-UDOT funding) to create and install new signs on the highway. The legislature approved the request.
It is important to coordinate with Central Maintenance with any ideas for budget requests; they can provide assistance to ensure consistency in developing and justifying the request. Central Maintenance is responsible for submitting all maintenance related funding requests.
Funding requests will need to be determined as either ongoing funding, one-time request, or supplemental funding. A description of each funding request is listed below:
This is a request to fund an ongoing need and will be funded henceforth. Every year the department adds lane miles to the transportation system. In order to continue to maintain these added lane miles, UDOT generates an “ongoing” request that takes into account both TIF (Transportation Improvement Funds) and non-TIF projects. Included within the request for the added lane miles will be the funding for the necessary FTE’s (Full-Time Employees), materials, and equipment usage needed to maintain the additional lane miles.
Ongoing Funding Examples:
Over the last fiscal year, XX lane miles have been added to the Utah road network which will require additional funding to maintain.
The cost to maintain Utah’s state highways is the sum of costs related to maintaining each roadway’s features (pavement, signs, striping, guardrail, and so forth) at a level that is consistent with current level of service measures. Because of recent and proposed additions to the highway system, maintenance requirements have increased and will continue to grow. To maintain the level of service on the new highway sections that UDOT has maintained on the existing highway system, additional funding is needed. Additional lane mileage added to the state transportation system will need to be maintained in perpetuity.
Jurisdictional transfer brought new routes into the state system.
Funding for additional FTE’s that are needed due to growing or expanding areas.
Funding needs brought on by increased price escalations where the current funding is not enough to overcome the current funding allocation.
A one-time funding request can be explained as funding that is only required once to satisfy a current need within the department; the funding is available only during that fiscal year.
One-Time Funding Request Examples:
Additional equipment needed to maintain the highway that was brought about by adding additional lane miles. In this case, one-time funding would pay for the upfront costs with ongoing funding needed to pay for the usage.
Jurisdictional transfers - work may be needed on the transferred facility to be brought up to UDOT standards so funding is being requested to make the necessary improvements.
Additional funding needed during the current fiscal year for unplanned overages. This request must go through Central Maintenance.
Supplemental Funding Request Example:
The state has received heavier than normal snowfall and has exceeded their winter operations budget. UDOT has requested additional funds from the Governor/Legislature to assist with the record breaking amount of snowfall and has received additional funding.
