UDOT has established five different levels of emergencies that help to define the necessary responses and urgency behind the emergency. The information provided below has been taken from the EOP. Each resource is linked below.
This level of activation is the most common and covers normal, day-to-day operations and any activities which fall within the scope and normal processes of Maintenance staff.
When a situation grows in duration or magnitude, or an announced event begins (announcement would come from the region director or their designee). Maintenance staff and resources may be put on notice for potential activation. Maintenance forces may be asked to provide information regarding an incident as well as provide details on the availability of equipment and operators.
Maintenance forces may be asked to provide assistance to other regions or local agencies if the incident is a prolonged event. A function code will be established by Central Maintenance for the tracking of all emergency expenditures (labor, equipment, materials, third party contracts). Generally, situations that dictate a Level 3 Enhanced Watch are region incidents that do not rise to the level of a statewide consequence, but may utilize a significant number of UDOT assets (for example, winter weather, the need for snow plow operations, flooding, debris flows, rockslides, wildland fires, etc.).
During a Level 2 Partial Activation, Maintenance forces will continue to provide support as the incident most likely crosses region and division boundaries, resulting in statewide coordination efforts. Maintenance will continue to use the established Function Code* to track all expenses related to the incident.
Level I Full Activation occurs when a catastrophic incident takes place or is imminent. A “State of Emergency” has been declared calling upon UDOT Maintenance to provide assistance to Local or other State Agencies.
