This section describes the organizational structure of UDOT’s Stormwater Team, their roles and responsibilities, and how they interact with Maintenance personnel.
The Stormwater Program affects all UDOT Regions and Divisions; however, the level of impact and responsibility varies. The Maintenance and Facility Management Division (Central Maintenance) undertakes stewardship and management for the Stormwater Program. UDOT’s Stormwater Team includes the centrally located Stormwater Program Manager, and Stormwater Specialists, as well as regionally located Region Stormwater Coordinators (RSCs) and Region Specialists who work to coordinate stormwater compliance efforts within each UDOT Region.
The Stormwater Team is structured as a matrix organization where the personnel working within the Stormwater Program report to the Statewide Stormwater Program Manager (Central Maintenance) including RSCs housed at the Regions to provide consistent direction, guidance, and compliance with UDOT’s MS4 permit.
The Stormwater MOI refers to Section 1.4.3 of the Stormwater Management Plan (Page 11) where the organizational structure, personnel roles, and responsibilities are defined in greater detail.
Responsible for statewide planning, policies and procedures, training for Region maintenance staff, and provides direction to Region Maintenance Programs on water quality management practices and procedures outlined in the SWMP. Also, the Director of Maintenance is responsible for allocating funds for stormwater program implementation.
The UDOT Stormwater Program Manager provides statewide guidance on MS4 Permit compliance, regulatory coordination, SWMP revisions, Region coordination, stormwater monitoring, program evaluation, and training.

The Stormwater Program Specialist assists the Stormwater Program Manager in providing statewide guidance on MS4 Permit compliance, SWMP revisions, stormwater monitoring, and training. The Stormwater Program Specialist can additionally assist Region Stormwater Coordinators in regional coordination of ensuring Permit compliance.

The Region Stormwater Coordinators (RSCs) manage stormwater permitting and compliance throughout their respective regions. Coordinators are responsible for compiling MS4 annual reporting information for inclusion in the Annual Report that is submitted to the Department of Environmental Quality for evaluation. Stormwater Coordinators work with region design, construction, maintenance, and permitting staff to ensure compliance with UDOT’s MS4 Permit.
The Region Stormwater Specialist assists the RSC in managing and permitting compliance throughout their respective regions. Provides support to the RSC in the regional coordination of the ensuring permit compliance. They assist the maintenance stations in maintaining and updating their Stormwater Pollution Prevention Plans (SWPPP). They provide training and support to region staff.
District engineers support the region’s stormwater compliance and are responsible for implementing policies and procedures, overseeing Region budget, and providing guidance and direction to Region maintenance and construction staff.
Support maintenance station activities and area maintenance activities, including those associated with MS4 permit compliance. Assistant Maintenance Engineers/District Engineers also support construction activities, including those associated with stormwater regulation compliance.
Area supervisors manage maintenance planning at Regions and provide direction to Maintenance Station Supervisors in their areas of jurisdiction. They ensure compliance of maintenance station stormwater inspections, facility SWPPP implementation, and proper disposal of waste and wastewater removed from stormwater collection and conveyance infrastructure.
Station supervisors are responsible for managing all maintenance responsibilities for their respective maintenance stations. They ensure that SWPPPs are kept current and the SWPPP requirements are being met. They are responsible for completing and documenting MS4 Permit compliance activities for their specific station, such as completing the three required stormwater inspections through Survey123 and including stormwater related topics in their toolbox trainings. Station Supervisors are responsible for communicating and coordinating any changes to the facility or operations to the Region Stormwater Coordinator, as the SWPPP will need to identify and capture these changes to be kept current at all times.
Transportation technicians are responsible for knowing the requirements of the SWPPP for any work activities they are performing. They are responsible for implementing pollution prevention practices during daily activities, as well as identifying and/or reporting any illicit discharges and spills to their station supervisor.
