UDOT Maintenance crews frequently assist in emergency situations. These include, but are not limited to, being first on-scene, providing assistance in various forms (labor, equipment, contracting), collecting detailed information onsite conditions, and gathering/producing documentation for possible funding reimbursements. UDOT Maintenance crews play multiple roles during emergency situations: having an understanding of each emergency type, level, and impact to the Department is critical to provide the necessary services. UDOT Maintenance forces are responsible for providing clear and safe passage on Utah’s highways, bridges, and facilities. In Chapter 17 Procurement and Contracting, emergency procurements were discussed–they can play an important part in securing emergency goods and services.
There are many helpful resources to assist Maintenance during emergencies. This chapter will provide a brief introduction and directions to each resource.
UDOT’s primary emergency resource is the UDOT Emergency Operations Plan (EOP, linked below). This plan provides the framework for how UDOT will act, respond, and communicate during emergencies. Every UDOT employee should read this document and become familiar with its content. Since each situation is different in cause, size, impact, and scope, the UDOT EOP should be utilized as a guideline, not as a substitute for logic and employee discretion.
