Every year the federal government requests information from the state DOTS regarding where funding was allocated and spent. This information is provided to the federal government which in turn produces an overall report showing how states used their funding. These reports often are used to show the overall percentage of how transportation funds are used on a national as well as state level.
The FHWA 534 report is an annual report that Central Maintenance prepares that shows the maintenance expenditures for every National Highway System (NHS), arterial, and collector on the Utah Transportation system (State Routes). This report is typically due at the end of February 15, to coincide with the federal fiscal year. Form FHWA-534 is used to measure state investment priorities for the National Highway System, and for the arterial and collector functional systems. The FHWA uses this information in conjunction with the Highway Performance Monitoring System (HPMS) to develop relationships between system condition and performance, and expenditures on these functional systems. The information from form FHWA-534 permits the FHWA to determine trends in investment types by functional system, both on and off the NHS. By analyzing information on relationships between highway performance and condition and State investment patterns, judgments are made on future highway needs and the appropriate Federal role.
There are specific instructions for how the 534 Report form is to be filled out and are provided by FHWA Chapter 12 Report Identifying State Highway and Capital Outlay and Maintenance Expenditures.

The areas that need to be included within the report are the following:
State - “Utah”
Year Ending - Record the last month of the reporting year and the reporting year (MM/YY) selected for each 534 report. The fiscal year must be the same as the reporting year for the capital outlay and maintenance information reported.
Area Type and Functional System - Record the functional system for the highways and roads for which expenditures are being reported. The area and functional system is to be reported by name or code. Functional systems are defined in the 1989 FHWA Reference manual, Highway Functional Classification: Concepts, Criteria, and Procedures.

Each state is required to submit a Transportation Asset Management Plan (TAMP) every four years that reflects the state's plan to manage Pavement, Bridge, and other state-selected ancillary assets (currently all Tier 1 assets). To demonstrate consistency with this plan, each state is required to submit an Annual Consistency Determination and an Asset Registry.
The Annual Consistency Determination demonstrates that the funding allocations of the calendar year for Pavement and Bridges are reasonably consistent with the investment strategies in order to maintain a state of good repair. This demonstration takes into account the alignment between the actual and planned levels of investment for various work types (i.e., initial construction, maintenance, preservation, rehabilitation and reconstruction). This report of the prior calendar year is due to the FHWA on June 30.
Every year Central Maintenance works with the Asset Management Group, the Regions and Central Construction to determine the total amount of funding spent on Pavement Striping from maintenance activities. Information is collected from the following sources:
Region maintenance budgets allocated to pavement striping
The amount that is reflected by maintenance crews working on striping related activities
Statewide durable pavement marking program
The total cost is then calculated and provided to the asset management group to report back to FHWA as part of the consistency determination.

In addition to the Annual Consistency Determination, a state-determined asset valuation is also submitted to the FHWA. The Asset Register is a record of the calculated value of the existing Tier 1, 2, and 3 assets across the state. The asset register currently contains the following assets:
