There are a number of funding sources that can be used to fund facility projects. Listed below are the most common sources of funding that can be used to fund facility projects along with a brief description. More details have been provided for the DFCM funded programs that support the improvement (13.3) and development of facilities (13.4).
As discussed in Chapter 15 “Budget Development Process”, UDOT Maintenance is funded out of the Operations line item and provides funding for all Maintenance activities. The majority of this funding is provided to the Regions and distributed to the maintenance stations based on their approved requested budget. A portion of the maintenance station’s budget provides funding for the upkeep of the building and grounds of the maintenance station.
Central Maintenance also budgets funding for immediate and unknown conditions that may occur to assist the Regions with needs of immediate repairs.
There may be additional opportunities for facility funding through a funding request made via a “line item transfer” or building block as discussed in Chapter 16.
Another source of funding that can be used to support facility projects comes from the Utah Division of Facilities Construction and Management (DFCM). DFCM oversees and manages the following programs that are used to fund UDOT facility projects; the Capital Improvement program, and the Capital Development program. Each program will be discussed in detail below to provide information and guidance on how Maintenance personnel can work with Central Maintenance to identify project opportunities and apply for funding.
