Procurement projects are also construction projects that have been advertised through the procurement process rather than through central construction. These projects are held to the same requirements as construction projects that were advertised through central construction (materials testing and documentation), although they are not required to use the construction document system (presently known as Master Works) as the repository for all construction documents. However all construction documents must still be stored in the construction management system (Project Wise). These projects typically are smaller in scale than most construction projects, meaning that they may not have as many items or be a high dollar amount for award.
In some cases these projects may be non-typical UDOT projects, meaning the scope of the project is not always geared towards construction of roads and bridges, but may include facility improvements, software purchases, and even maintenance projects (such as durable pavement markings, concrete and asphalt repair, and drainage items).
Maintenance forces may be routinely asked to provide inspection, documentation, and materials testing for these projects. It is important that maintenance forces understand the scope of the project, how the items are being paid for and what must be completed for every item. Also understanding the term incidental items and how they are being used in each contract, meaning that some items are covered under one pay item for the construction of another item.
Maintenance forces need to be aware that UDOT Standard Drawing and Specifications need to be followed on all projects within UDOT Right-of-Way. There are occurrences where a deviation from a standard is allowed but needs to be documented with a signed design exception by the Region Pre-Construction Engineer before the work can take place.
In addition materials sampling and testing should occur on all projects within UDOT ROW to verify the materials being placed meet the standard specifications. The current maintenance station facility projects geared towards making improvements for the municipal separation of storm sewer systems (MS4) are examples of procurement projects. These projects are being constructed within the confines of the maintenance stations and not on the state's highways or freeways.
Definition: Incidental Items
Incidentals to construction means items that were not included in the listing of contract items but that are necessary for the completion of the construction project, as determined by the Department in its sole discretion.
Installation of sidewalk includes that four inches of Untreated Based Course (UTBC) is placed under the sidewalk and compacted to specified requirements within the contract documents. However, there is no item within the contract documents for UTBC.
