There are additional funding sources that Maintenance can use depending upon the activities or assets being addressed.
Federal Highway Administration (FHWA) Grants Program
There may be opportunities to apply and receive grants from FHWA programs. The Region Program manager can provide assistance and information on opportunities to pursue available grant funding.
At the beginning of the Fiscal Year, the Region Director receives an allocation of funds to be used at their discretion. The intent of these “Contingency Funds” is to assist partnering between Region Directors and local agencies to address specific concerns on state facilities. It is not uncommon for the Region Director to supplement maintenance funds to address concerns that have not been addressed through the traditional project processes. Many times these funds are used to address emergency situations where maintenance forces may not have the available budget within their station or X411 funds (X411 funds are funds that are managed by the District Engineers at the Regions and are used to address maintenance priorities). At the end of the fiscal year each Region Director provides a report to UDOT Senior Leadership and the Transportation Commission on how these contingency funds were used.

The Transportation Solutions Program has been established to help provide funding for a variety of needs including chokepoint improvements, signs, barriers, culverts, safety upgrades, structures, and pavement needs.
Transportation Solution Funds are eligible to be used for maintenance activities, however an application needs to be provided to the Region Director and approved through the Region TSP Selection process.
The Highway Safety Improvement Program (HSIP) is used by the Utah Department of
Transportation (UDOT) to fund projects that advance roadway safety goals in Utah. Utah’s ultimate roadway safety goal is Zero Fatalities and HSIP funds are critical to reach that goal. Any entity associated with a public roadway is eligible for HSIP funding. Talk with your Region Traffic Engineer to see if any locations within your Station boundaries qualify for an HSIP project.

There may be opportunities to address maintenance needs within the scope of current or future construction projects. During the concept phase of the project, the project team will coordinate with the various UDOT divisions–including Maintenance–to establish the proper project scope. Additional maintenance items may be added to the project during this phase.
Disastrous events might occur causing severe damage to the transportation system. At times, maintenance may be called out to deal with these events. Work associated with addressing these unplanned events may be eligible for funding through FHWA or Federal Emergency Management Agency (FEMA). When these events occur, it is important to coordinate with Central Maintenance to ensure accurate tracking of costs and expenses that may be eligible for reimbursement.
The FHWA Emergency Relief (ER) program provides funding to repair Federal-Aid eligible routes damaged by a declared natural disaster or catastrophic failure from an external cause. The funding is available for federal aid routes that are not classified as local roads or rural minor collectors.
If a situation occurs where FHWA ER funds are used, contact and coordinate with Central Maintenance to ensure all required documentation is being gathered. More on this funding type will be discussed in Chapter 18 - Emergency Relief.
Much like FHWA ER funding, FEMA is funding that is eligible for emergency and disaster aid. FEMA funding is typically used to fund emergencies that are not covered by FHWA and have a broader scope than just transportation related emergencies. At the present time the Operations/Maintenance line item is allowed to rollover unused or unspent funds into the next fiscal year. UDOT is allowed the maximum amount of $2.0M that can be rolled-over from one fiscal year to the next.
If unspent funds from the previous year (rollover funds) become available for distribution, senior leadership will determine how these funds will be distributed. More details on this process are included in Chapter 15 - Budget Process.
Maintenance can request specific funding to address increased maintenance costs due to infrastructure added by TIF projects. There will be three standard line item Maintenance requests each year to address the costs of an expanded transportation system:
Added Surface Areas from TIF Projects
Added Surface Areas from Non-TIF Projects
Equipment purchase for added Surface Areas
