The goal and objective of the Maintenance Manual of instruction (MOI) is to provide the direction, clarity, and information needed for maintenance personnel to efficiently perform their job duties.
The manual has been separated into four main categories that best describe the type of work that is being performed: 1) Administrative, 2) Performing Work, 3) Funding and Contracting, and 4) Annual Reporting. Within each of these categories, you will find chapters that provide details and information regarding specific activities or functions that are carried out by maintenance personnel (for example, the “Performing Work” category contains a chapter describing responsibilities that pertain to Winter Operations).
The intended audience of this Maintenance MOI is anyone currently working in maintenance, those who would like to learn more about maintenance, or those interested in working in maintenance. The manual provides information that can be useful at all levels of the UDOT organization from a district engineer to a transportation technician. It is also important to note that each Region needs to have the flexibility based on their resources to structure and carry out duties and tasks in a way that allows them to be the most productive. This manual does not direct maintenance forces on how each activity should be performed, but it does provide information that each maintenance station can benefit from in performing their job responsibilities.
The MOI also contains best practices and examples that have been provided throughout the manual to help with context and clarity based on the subject matter. Best practices will be identified by the use of gray boxes, examples will be highlighted in orange boxes, and direction will be in blue bolded text.
