The Utah Constitution has provided that the proceeds of any tax, fee, and other charges related to the operation of motor vehicles on public highways must be used for highway purposes. The Utah State Legislature dictates highway funding as outlined in the State Code. These laws are subject to change based on each year’s legislative session.
Maintenance receives funding from both state (State Transportation Funds) and federal (Highway Federal Fund) revenue sources as shown in the following link: Funding Fiscal Year Breakdown
Maintenance is funded through the STF. Figure 14.1.1 shows the breakdown of funding sources that make up the STF. Revenue of the STF varies from year to year because they are based on use fees.
Figure 14.1.2 shows how the STF revenues are distributed. Approximately 25% of these funds are apportioned to UDOT Operations/Maintenance. Totals are subject to change from year to year based on the variability of the STF.

Figure 14.1.3 shows the overall Operations/Maintenance line item distribution of STF funds to other divisions and programs within UDOT.

Maintenance receives a portion of TIF funds as part of the Highway System Construction funds that are used to construct large highway capacity projects (e.g., SR-85, Mountain View Corridor; I-15 expansions; SR-154, Bangerter Highway; etc.). UDOT annually receives a portion of the TIF funds to be used for ongoing highway preservation and maintenance. This amount is based on additional pavement surface areas added to the transportation system; allocation to the Regions is based on the proportion of additional pavement surfaces. These funds are requested by UDOT on an annual basis depending on the increases in surface areas from TIF Projects.

Once Maintenance funds have been allocated to Central Maintenance, they reserve a small portion to fund their annual work plan and distribute the remaining funds to the Regions. Region distribution includes requested line item transfers of funding approved by the legislature and earmarked for individual state routes or other approved needs.
