Along with Federal reports are State reports that are required by UDOT to provide particular information regarding the transportation system. These reports may be required as part of legislation for a period of time or ongoing depending upon the language included within the state laws.
The reports listed below are annual reports that are generated by Central Maintenance with the assistance from the Regions, Comptroller's Office, and the financial managers from the different divisions. These reports provide information regarding the funding allocations, the actual funding expenditures, along with other details regarding where and why maintenance funds were used.
Every year UDOT adds additional line miles to the transportation system. In an effort to plan and provide additional expenditures needed to maintain these added lane miles, UDOT prepares a report for the legislature to ensure the necessary funds are allocated. Every fiscal year Central Maintenance coordinates with the Regions to identify all projects in which lane miles were added.
Central Maintenance provides a maintenance cost per lane mile by the type of roadway (functional classification) to determine the estimated total dollars needed for the amount of lane miles added to the transportation system.

In 2015 the state legislature passed Senate Bill 217, Capital Improvement and Development Project Amendments which required the Department of Facility Construction and Management (DFCM) to establish standards and requirements for reporting operations and maintenance expenditures for state owned facilities. This bill also instructed DFCM to conduct audits of state owned facilities as well.
In response to SB 217, every year UDOT works with the Regions to generate a report showing facility expenditures over the past fiscal years based on expense categories including but not limited to: Utilities, Direct Costs, Indirect Costs, Ground hardscape, Contractor Services, and custodial costs. These costs are totalled for each facility that UDOT owns and operates. Once complete this report is sent to DFCM who presents it to the State Building Board. The objective of the report is to demonstrate that each facility is receiving the funding required in order to maintain and continue to operate. In 2022 the State legislature passed House Bill 242 which requires each state owned agency to provide a report indicating their annual water usage in an attempt to conserve water and reduce the overall usage by 5% as compared to the 2020 year usage. Central Maintenance works with the Regions to gather the water usage and report on an annual basis the total water consumption used by the department.
The Department has created a spreadsheet that allows each facility to enter their water usage based to make it easier to report and track the annual usage to ensure they are meeting the objectives of HB 242. Every year the Department releases a Innovation and Efficiencies report that illustrates the number of innovations implemented throughout the department that increases mobility, improves health, connects communities, or improves the economy. The Maintenance forces for the department are always coming up with innovative ideas that are implemented at all levels of maintenance. From barrier straighteners, to plow lifts and storages, to material being used in the repair and maintenance of Utah’s highways.
