HEALTH & SAFETY
INTRODUCTION:
The Health & Safety at Work Act, 2015, and related regulations require that workers and others are given the highest level of protection from workplace health and safety risks, so far as is reasonably practicable. This includes risks to both physical and mental health whilst at work and to ensure that the actions of employers and employees do not cause harm to any other person, which in schools includes students and the general public.
OBJECTIVES:
1. To promote excellence in health and safety management.
2. To identify employers responsibilities to prevent harm to employees, students or visitors in this workplace.
3. To identify the principal as the "person conducting or undertaking the business" (PCBU)
GUIDELINES:
Pt England BOT will:
1. The Board will take all reasonable steps to provide a safe physical and emotional environment for students, staff and visitors to the site.
2. The Board will develop a set of procedures to minimise the likely risk of harm to staff and students whilst they are at school.
3. A Worksafe Committee, with responsibility for health and safety issues, will be appointed. The committee will be composed of the Property Manager, the NZEI rep, the A.P.1 and the Principal who is the PCBU. The Worksafe Committee will be responsible for ensuring hazard identification audits are conducted regularly with action taken to rectify hazards found. The committee will keep appropriate records indicating action taken to eliminate hazards identified. The committee will meet termly or more often if needed.
4.The Principal will ensure staff and students are made aware, of emergency procedures for the evacuation of the buildings. Emergency drills will be carried out a minimum of once a term.
5. As part of their contract conditions, all contractors will be required to accept the school’s Health and Safety plan before commencing work on site. In addition, all contractors will be required to submit their own Health and Safety Plan to the school’s Health and Safety Officer for approval before starting work on site.
6. Where a ‘significant hazard’ is identified, take practical steps either to eliminate the hazard or if it cannot be eliminated, protect employees or students from it.
7. All visitors to the school are to report to the office on arrival and departure.
8. Ensure that employees be trained and supervised as needed so they do not harm themselves or others and can give assistance to others.
10. Ensure that employees are involved in the development of emergency procedures that meet the hazard management obligations of the Act.
11. Endeavour to comply with the Health & Safety Code of Practice for State Primary Schools
12. Endeavour to ensure the emotional safety and security of all staff by considering stress related to programmes of work, the provisions of a good employer and good faith, by ensuring that all staff are treated with dignity and respect.
13. Ensure all staff take individual responsibility for health & safety and are informed of their responsibility for eliminating or minimising potential harm for people on our school site, including visitors, contractors and other staff
14. Continue to review our on-going compliance with all health & safety legislation.
15. Comply with and implement the Worksafe at School Resources published by the Ministry of Education in 2016
16. Tamaki Community Development Trust is our EAP (employee assistance programme) provider if needed.
17. Provide staff and students with easy means to report concerns about physical or emotional safety
18. Maintain a Student Health Team to provide student voice for all issues of health & safety
