CIVIL EMERGENCIES
OBJECTIVES:
To recognise hazards, natural or man made which could endanger staff and pupils in the school.
Such hazards would include - extreme weather, fire, earthquake, volcanic eruption, Tsunami, Civil Emergency or Armed Offenders Alert.
For each hazard identified by the school there are clear guidelines about what will happen if this emergency occurs and how it is to be dealt with.
GUIDELINES:
Pt England School will become a Civil Defence post in the event of a major emergency.
The school will have the following provisions:
Torches and batteries
Two Way Radios
Transistor radio
Emergency food supplies
Water
Comprehensive First Aid Kit
Several blankets.
Cellphone
The school will have an up to date phone list so all school families can be contacted quickly.
Arrangements are included in the plan for care of students whose parents/caregivers cannot be contacted in an emergency.
If a state of emergency is declared:
There will be an Initial message via intercom
There will be email updates after that
Teaching staff need to ensure their phone is hung up properly and the person answering is calm and capable.
SMT will make subsequent announcements - watch email notifications
Very important: Teachers must mark registers
Staff - email Admin and SMT re needs to leave early re traffic/distance and or pick up own children.
All children leave specialist programmes and return to class
There will be clear comms to children from SMT
The school will send comms to whānau via Facebook, School App, Website and will update the roadside sign
The comms will all point whānau to the school Website which will be updated as events unfold and will be the place that any detailed information and updates will be found
Children and staff who are at Tech or Sports are to return to school asap if this is safe, as school is the designated pick-up point for whānau to retrieve their children
The SMT/Admin will supply all staff with a "Fireprint" roll so they can mark off children as they are picked up by their caregivers.
Should an emergency happen inside school, a designated staff member will raise the alarm, and if evacuation is required, students will evacuate the buildings and assemble at the designated areas.
There is a separate plan for lockdowns.
Their designated helper will assist students with disabilities.
The toilets, library, office and non-classroom ares etc. are checked.
Rolls are used to account for all students.
There are trial evacuation drills each term.
Staff are to receive training for the Evacuation Plan.
There will be termly or 6 monthly training for major pattern events:
Dangerous people events
Dangerous weather events
Dangerous health events
Staff are encouraged to hold a current First Aid Certificate.
We will follow the recommended cycle: Reduction, Readiness, Response, Recovery
We will use the recommended Emergency Response Framework Roles
Post Emergency Procedure
The Principal in conjunction with the designated Board member will assess the circumstances and decide when the school will re-open for instruction.
In the case of an emergency during school hours, if it is unsafe for children to leave or if parents are unable to come and collect their children, the school staff will remain responsible for the children as long as they remain on the property. As numbers of children are able to be let go safely, the numbers of remaining staff may diminish. The Principal and Management Team will make decisions as to the care of those remaining on the school property. Local Police and Emergency Services are to be kept informed of the situation as it unfolds and to be informed of the number of people involved, their characteristics and kind. School staff are to stay off their classroom phones and keep the lines free so they can be used for essential traffic unless their is an unfolding of the emergency to report from the classroom.
Once the emergency is over, school staff and students will be dealt with and supported in the light of the school's Traumatic Incidents policy.
Emergency Closure of the School
Due to emergency such as the school having no water supply the Board determines the procedure to follow for closing the school.
Students’ safety is always the priority.
All persons associated with the school (e.g. special needs taxi services), are to be notified as soon as possible.
The local Ministry of Education management office are to be notified.
