Student

  1. ESL History has been added as a panel at the student History tab. An ESL history record is created at the time of intake. Students who enter the program as an ESL student but switch to ABE mid-year may now be tracked historically. The fiscal year summary will capture the most recent ESL status with the following exception:
    • Students who are 'ESL = Yes' at any time during the fiscal year and who also have IELCE selected in the Secondary Program field will always show 'ESL = 1' in their FY summaries even if they have another history record indicating that they are no longer ESL. This is because, according to OCTAE, in order for a student to count on the Table 3 row 'Integrated English Literacy and Civics Education (Sec. 243)*****' the student needs to receive ESL instruction at some point during the fiscal year as determined by the local program. This is indicated in LACES by the ESL indicator.

Assessments

    1. TABE 11 and 12 have been approved by the NRS and have been added to the LACES Assessment list. (States that do not use the TABE assessment will not see these on the assessment list.)

Fixes/Updates

  1. The field 'Last Instr Hours Date' at the student Education tab/Education panel was incorrectly omitting unlinked instruction hours. This has been corrected.

For State Directors at the SEA level only

  1. All LACES state databases have been de-duplicated. NRS reports may be run on de-duplicated data by expanding the NRS Deduplicated search category and selecting an NRS Table.
  2. The Returning Student process has been run. This process looks for students who did not return within 90 days of the previous fiscal year and inserts their left date in the 16/17 FY summary. Students who have enrolled in the 17/18 FY are not considered left in the previous FY.

Changes Related to WIOA

  1. NRS Table 3 has been updated. Students who have ESL selected in the student record, or who are ESL as determined by their entry level, and have IELCE selected in their Secondary Program field, will count on the row 'Integrated English Literacy and Civics Education (Sec. 243)*****.'
  2. BETA: Students may show an EFL gain by any assessment, not just the subject area assessment. The PoP Summary record will continue to display the subject area entry and exit levels, but EFL Gain (MSG) may show Yes if the student made a gain in an untracked subject area. Please be aware that this change was announced by the NRS and OCTAE in late June and applies only to the 17/18 fiscal year. This feature will continue to be updated during the next several releases in order to capture all the NRS and OCTAE requirements.
  3. The WIOA Statewide and Local Performance Report has been added at student searches under the State and Local Performance search category. Each section of the report is a separate search. NOTE for 16/17 reporting:
