Students

  1. The Outcomes tab/Cohorts panel has been renamed to: Cohorts- NRS Reporting 12/13 to 15/16.
      • Reminder: Cohorts went into effect on 7/1/2012 and were discontinued on 6/30/2016. Cohort processing will be turned off in LACES at the end of the 16/17 fiscal year. Cohort records continued to populate during 16/17 to allow states to monitor outcome measure data while LACES transitioned to the new WIOA rules. Cohorts are NOT reported for 16/17!
  2. Educational Functioning Level names have been updated in all clients to the new NRS names.
  3. The field 'Date of Death' has been added to the student Demographics tab/Demographics panel.
  4. The fields 'Earnings,' Earnings Period,' Earnings Number Hours,' and 'Quarterly Earnings' have been added to the student work history record. This is for employment follow up earnings information that is reported on Table 5 beginning in the 17/18 FY. Earnings information is by the quarter - NOT based on the date the student entered employment. To enter earnings information:
    1. Enter the earnings in the Earning field. This may be an hourly wage, weekly, monthly, quarterly, or annual wage.
    2. Select the earning period from the drop down list.
    3. If the earnings are an hourly wage, the 'Earnings Number Hours' field will activate. Enter the number of weekly hours worked.
    4. The 'Quarterly Earnings' field will automatically calculate.

For example:

      • A student became employed in the second quarter after exit.
      • A employed work history record is entered to show that the student is employed, and to capture the quarterly earnings.
      • The student earns $18 per hour and works 35 hours a week.
      • The student's potential quarterly earnings are $7,560.00, whether the student worked the entire quarter or not.
      • The calculation is based on a quarter having 3 months, or 13 weeks.
      • $18 x 35 hours = $630 per week. There are 13 weeks in a quarter. $630 x 13 weeks = $8190.00.

Student Searches

The student search 'Outcomes->Employment Outcome Cohorts for Followup' has been renamed to 'Employment Outcomes for Followup.' Searches to find students to contact in 3rd and 4th quarters of the 16/17 FY and the 1st and 2nd quarters of the 17/18 FY in order to verify the student's employment have been added. While you may follow up with these students simply to get baseline numbers, employment outcomes and cohorts will NOT be reported for the 16/17 FY.

Graphic Reports

A new search named 'Students by Number of PoPs' has been added to student Graphic Report menu. This report displays drilldown bar graphs that shows the number of students in at least one or more PoPs.

Fixes/Updates

  1. PoPs that were incorrectly populated for prior fiscal years have been removed.

Changes Related to WIOA

LiteracyPro has been implementing changes to LACES that are related to WIOA (Workforce Innovation and Opportunity Act) as information is obtained from OCTAE. WIOA represents significant changes in how agencies will collect and report data beginning in the 16/17 fiscal year. It is important that you become familiar with the upcoming WIOA changes.

ABE and independent literacy agencies are affected by these changes.

Updated in this release:

  1. The PoP Summary/Measurable Outcomes grid has been updated to display additional columns that summarize how students are counting on the Outcome Measure Tables. The documentation for PoP Summary information has been updated to explain this change.
    1. All remaining NRS tables - Tables 4b, 4c, 5, 5a, 8, 9, and 10 - have been added. Tables 5, 5a, 8, and 10 will not report Outcome Measures for 16/17 and will display 0s on the Outcome Measures rows. This is correct for 16/17 reporting and is not an error on the tables.
    2. Table 9 no longer includes the Workplace Literacy component, and the secondary outcomes from Table 11 have been combined with Table 9.
  2. Table 11 has been discontinued beginning in 16/17. If you run Table 11 for the 16/17 reporting year, you will get the message: The NRS Table 11 Report has been discontinued for the 2016-2017 Fiscal Year. Please see Table 9.
  3. Based on information from OCTAE, students must have at least one PoP in order to count on any of the NRS tables.
    1. The field 'Date of Death' was added to the student Demographics tab/Demographics panel. This is in preparation for implementing Outcome Measure Exclusions, which will be in effect in the 17/18 fiscal year.
    2. The fields 'Earnings,' Earnings Period,' Earnings Number Hours,' and 'Quarterly Earnings' were added to the student work history record. This is for employment follow up earnings information that is reported on Table 5 beginning in the 17/18 FY.

NOTE: There is no OCTAE/NRS change to NRS Table 7.

The documentation for WIOA: LACES Updates has been updated to reflect the changes in the release. This documentation will continue to be updated as more changes related to WIOA are implemented in LACES.
