Statistics : We are starting with 20 point characters using the point buy rules below. This is copied from the DMG point buy system. Characters increase to 25 point characters around 3rd level.
Races : Human and Halfling (halfmen) are common races. Halfmen make up 80% of the population, but humans are definitely the ruling class, Elves and dwarves are known but rare. Ask me before planning on a elf or dwarf.
Classes : Pick one level of any PH class excepting wizard. There is a mechanism to switch from sorcerer to wizard at later levels. (8th+)
Equipment : Use average starting gold for your class in the PH. This equipment was provided by the government for your coming service. As a result, all remaining change is returned to the government, you keep only silver and copper that does not add to a gold piece or more.
