--The logbook of the Russian frigate Diana, which was wrecked by a tsunami caused by the Ansei earthquake, was translated into English in Campbell's book ‘My Circular Notes’.

December 9, 2024: 御殿山における金星日面通過観測150周年記念日.150th Anniversary of the Observation of Transit of Venus at Getenyama.

--下記事に関連し、150年前の今日、内務省地理寮はマクヴェイン監督、シャボー担当、ジョン･フランシス･キャンベルの協力で金星日面通過観測を行いました。場所は品川の御殿山でした。

--In relation to the following description, 150 years ago today, the Geographical Department of the Ministry of Home Affairs, under guidance of McVeane, in charge of Sharbau, and in collaboration with of John Francis Campbell, made observations of the Venus transit. The location was Gotenyama in Shinagawa.

December 2, 2024: 1875年東京三角網素図における御殿山天文臺（下左図）Gotenyama Observatory in 1875 Tokyo Triangulation (Figure below left).

--先の2023年11月30日にあげた東京三角網素図に、新たな発見がありました。この素図の左下部分を拡大すると、愛宕山の南側に赤羽天文臺、品川近くに御殿山天文臺という記述があります。前者は海軍水路寮の観象台であることは間違いなのですが、後者はさて1874年12月9日に金星日面通過観測が行われ御殿山かどうかの疑問がありました。そもそもこの二つの天文臺は三角網素図上の標点からの距離が示されておらず、この素図の作成の責任者であったチーズマンはおおよその位置をプロットしたに過ぎないと理解されます。問題は、前者が実際にあったことは文献から証明されますが、後者は本当にあったのでしょうか。測量師長のマクヴェインは、金星日面通過観測の場所に選地する際、引き続き内務省地理寮の恒久的な観測台（天文台）にするつもりでいたことが、この東京三角網素図から分かります。この素図は1874年暮れにはできていましたが、1875年7月の内務省焼失とともに消失し、再度測量製図したものです。この時代、天文臺、観象台、司天臺と呼ばれた施設は、天体と気象の両方の観測所や研究施設を意味しました。

--A new discovery has been made in the Tokyo Triangular Network Diagram (1875), which was presented on 30 November 2023. If you zoom in on the lower left part of the diagram, you can see that there are two observatories: the Akabane Observatory south of Mt Atago-yama and the Gotenyama Observatory near Shinagawa. The former is definitely the observatory of the Naval Hydrographic Office, but the latter was used for the observation of the transit of Venus on 9 December 1874, and there was a question as to whether it was at Gotenyama or not. The distance of these two tepees from the markers on the triangular diagram is not given, and it is understood that Cheeseman, who was responsible for the creation of this map, only plotted their approximate positions. The question is: the literature proves that the former was indeed the case, but was the latter really the case? The Tokyo Triangular Network Diagram shows that the Chief Surveyor, McVean, intended to continue to use the Geographical Department of the Ministry of the Home Affairs as a permanent observatory when selecting the site for the Venus transit observations. This map was completed at the end of 1874, but was lost when the Ministry of Home Affairs burned down in July 1875, and was re-surveyed and drawn. During this period, the term ‘observatory’ was used to refer to both astronomical and meteorological observatories and research establishments.

--掘抜き井戸が江戸時代末期に上総地方で作られ、明治中期にその技術が確立したことはよく知られていますが、明治初期までどのような工具で工事がされていたか定かではありません。1877年に、小林八郎は工部大学校土木学科の実地研修の一環で千葉県の開発計画に関わり、そこで製塩業と掘り抜き井戸の技術を報告しています。明治初期に使われていた樫棒（掘削ロッド）のスケッチは大変貴重です。See <Kobayashi Hachiro小林八郎> from side bar.

--It is well known that artesian wells were constructed in the Joso region in the late Edo period and that the technology was established in the mid-Meiji period, but it is not certain what tools were used for construction until the early Meiji period In 1877, Hachiro Kobayashi prepared a development plan for Chiba Prefecture during his field training at the Department of Civil Engineering of the College of Engineering, where he He reported on the salt manufacturing industry and dug well technology. A sketch of a drilling rod used in the early Meiji era for Kazusa well digging is very valuable.

May 26, 2024: 小林八郎についての項目の新設.New Entry on Kobayashi Hachiro.

--小林八郎は、1872年春開校の工部省測量学校の第一期生でした。暮れの修了試験の成績がよかったために、イギリス留学の機会が与えられます。1873年暮れに留学生制度の見直しにより帰国を余儀なくされましたが、翌年、工部大学校二期生として入学します。彼の実務訓練時代の学習ノート（英文）が浜松の金原明善記念館に保管されており、どのようなことを学んだのかノートを解読していきます。See <Kobayashi Hachiro小林八郎> from side bar.

--Hachiro Kobayashi was a member of the first class of students at survey school of the Ministry of Works, which opened in the spring of 1872. He was given the opportunity to study in the UK due to his good results in the final examinations at the end of the year. Although he was forced to return to Japan at the end of 1873 due to a review of the foreign student system, he enrolled as a second year student at the Imperial College of Engineering the following year. His study notes from his practical training period are kept at the Kinbara Meizen Memorial Museum in Hamamatsu, and I will decipher his notes to find out what he learned.

May 6, 2024: 1874年12月8日黒田邸での鴨狩りに集まった人たち.Figures who participated duck hunting at Kuroda's residence in Dec 8, 1874.

--キャンベルの『私の周遊記』によれば、マクヴェインとキャンベルは、金星日面通過観測の前日、黒田長溥に招かれ彼の鴨池で鴨狩りを行ないました。一緒になったのは武田昌次、吉川友実、川村純義らで、これらのメンバーとはウィスキーを飲み交わしながら4時間も政治や趣味について話しをしたといいます。日光旅行には大山巌も参加しており、これらの人々は何を通じてつながっていたのでしょうか。 See 5.Anglo-Japan>John F. Campbell.

--According to Campbell's ‘My Circular Notes, McVean and Campbell were invited by Kuroda Nagahiro to duck hunting at his duck pond the day before the Venus transit observation. With them were Takeda Masaji, Yoshikawa Tomotsugu and Kawamura Sumiyoshi, with whom they spent four hours drinking whisky and talking politics and hobbies. On another occasion, Oyama Iwao also appeared, and one wonders through what these people were connected. See 5.Anglo-Japan>John F. Campbell.

July 5, 2023 : "Reconsidering of Furuichi Koi's Career as Technocrat of Public Works.公共事業技術官僚としての古市公威

--Once the Meiji Government was established, it set about training technical bureaucrats, opening the Department of Engineering at the University South (formerly Kaisei Gakko, later Tokyo Kaisei Gakko) in 1870 and the Engineering School at Ministry of the Public Works in 1873. Graduates of the latter quickly distinguished themselves in the fields of railways, mining, machinery and chemistry under the Ministry of Public Works, but not, however, in the field of civil works. Despite of the Public Works in English, it did not have a department for civil works taking care of  roads, bridges, harbours, ports and rivers. It is thought that there was some kind of friction between Yozo Yamao, who was in charge of the Ministry of Works in the early years, and the civil engineering bureaucrats of the former Ministry of Finance, and that Yamao subsequently stopped cooperating with the civil engineering dormitories. Instead, Furuichi Kimitake, Okino Tadao and others who had studied in France from the University of the South joined the Ministry of Home Affairs and became active in public works (Doburyo / Public Works Bureau). While graduates of the Civil Engineering Department of the University of Engineering, such as Minami Kiyoshi and Ogawa Shigen, were fully capable of directing civil works administration, they were exclusively involved in the Ministry of Industry business, the railways. Furuichi Kimitake, Okino Tadao and others were to play a central role in civil engineering administration because Minami, Ogawa and others were not involved in public works other than railways. 1876, Ootori Keisuke, who became Principal of the School of Engineering, gradually removed the boundary between the Ministry of Industry and the Ministry of Home Affairs, but he was not in charge of civil engineering administration, which Yamao hated. Who were the old shogunate ministers in charge of civil administration, whom Yamao disliked?

--明治政府は発足すると技術官僚の育成に取りかかり、1870年に大学南校（旧開成学校，後の東京開成学校）に工学科を、1873年に工学寮は工学校をそれぞれ開きました。後者の卒業生は工部省下の鉄道、鉱山、機械、化学などの分野ですぐに頭角を現していきましたが、しかし土木技術を中心とした公共事業分野では違いました。そもそも工部省は英語でPublic Worksと呼ばれながら、道路橋梁港湾河川などの公共事業の維持管理の部局を持ちませんでした。初期工部省を仕切っていた山尾庸三と旧民部大蔵省の土木司官僚との間になんらかの軋轢があって、山尾はその後土木寮に協力しなくなったのだと思われます。代わって、大学南校からフランス留学した古市公威や沖野忠雄らが内務省に入り、公共事業（土木寮/土木局）で活躍することになります。南清や小川資源など工部大学校土木学科の卒業生は十分に公共事業行政を指揮する能力を持っていながら、彼らは工部省業務である鉄道にもっぱら従事しました。古市公威や沖野忠雄らが土木行政に中心的役割を果たすことになったのは、南や小川らが鉄道以外の公共事業に関わらなかったからです。1876年に工部大学校校長になった大鳥圭介は徐々に工部省と内務省との間の境界を取り払っていきましたが、山尾が毛嫌いした土木行政を仕切っていた旧幕臣とはいったい誰だったのでしょうか。

May 20, 2023 : "Yokosuka Arsenal" reported by Howell in 1870. ハウウェルによる「横須賀製鉄所」の報告

--No Japanese scholar found Howell's article on the Yokosuka Arsenal. William Howell was a British journalist, published "The Japan Weekly Mail." He visited the Arsenal in August 1870 together with several foreign journalists. His view was so critical and quit different from Japanese records, as he evaluated that it was useless. All of machines and apparatus were old fashioned and Japanese workers were low qualities. I think his description is true, Japanese scholar did not know  reality of the arsenal. --横須賀製鉄所（工部省下では横須賀造船所）は1871年に正式開業したが、半年前にイギリス人ジャーナリストのウィリアム・ハウウェルが訪問し、その記録を『ジャパン・ウィークリー・メイル』誌に載せています。この製鉄所に関して幕末から明治4年までの公式記録は消滅しており、明治21年になって鈴木重遠が関係者の記憶や記録といった二次資料を用いて『横須賀海軍船廠史』をまとめました。この『横須賀海軍船廠史』は同製鉄所に関する唯一無二の公式記録であり、それを通して私たちはでは明治政府が大変な苦労と莫大な資金を費やして開業にこぎつけ、殖産興業・富国強兵の金字塔のように教えられてきました。しかし、この製鉄所が海軍に接収される以前に、どのような成果を上げたのかはまったく分かっていません。それを同時代にここを訪問したハウウェルが教えてくれます。「100人から200人の受刑者が働いている。日本人と中国人の規律と身体的能力を比較すると、中国人の方が断然優れている。福州船政局との江南器機製造局、上海と黄浦の造船所の彼らを見れば良く分かる。中国人の平均的知性は近隣の人々よりも優れている。 数隻の小さな蒸気船が完成されたが、海軍の艦船を本当に造る気があるのか疑わしい。日本政府はアメリカ合衆国、オランダ、フランスから大枚をはたいて機械を購入したが、ほとんどは役立たずである。端的に言うならば時代遅れのものである。」詳しくは、<Yokosuka Arsenal>

May 11, 2023: Usage of Western Knowledge During the Shogunate Period.江戸末期の洋学の役割

--Looking at the role of Western studies under the Edo Shogunate, from the astronomical office through the Bansho Shojo to the Kaisei Gakko, it was basically for the benefit of civilian life, with the exception of its use in national defence towards the end of the Edo period. Medicine and agriculture were typical examples, while mathematics and Western-style painting were accepted as personal artistic interests.

--江戸幕府下の天文方から蕃書調所を経て開成校までの洋学の役割を見てみると、幕末期になって国防に役立てられることを除くと、基本的に民生に資するものであった。医学や農業が典型で、その他に数学や洋画などが個人の学芸趣味として受けいられた。

April 1, 2023: Reconsideration of Railway Embankment Along Shinagawa.東京横浜間鉄道の高輪築堤再考

--It is widely believed that railway route between Shinagawa and Shinbashi has been constructed on embankment due to blockage of naval office led by Satsuma domain. But, from engineering point of view, it might be impossible to change the route within limited time and money from inland route to coastal route, so embankment was planned from initial phase. Engineers soon found two major difficulties along the route, that is how to pass Goten-yama hill and built up area of south of Edo, and eventually found solutions by making open cut of Gotenyama and embankment between Shinagawa and Shinbashi, so that they could utilize earth of the open cut for embankment. It was really hard to construct railway line in the built up area, see figure below.

--何度考えても品川以北を築堤鉄路としたのは、明治政府軍部を率いていた旧薩摩勢力から横やりが入ったためでではなく、初めからそうする計画であった。というかそうせざるを得なかったというのが真相だと考えられる。横浜東京間鉄道建設の技術的課題は、品川宿内陸の御殿山と江戸南部市街地に鉄路をどのように通すかであった。品川から高輪の市街地一帯には寺院が集積しており、下の図から分かるように限られた工期と工費の中での最良の解決方法は、御殿山に切り通しを開削し、その土砂を築堤の埋め立てに使うことであった。東海道陸側の密集市街地に鉄道を通すには困難な土地買収が伴い、容易に短期間で完了できることではなかった。10数年前、幕府は海防のために品川砲台や神奈川砲台を同じやり方で建設しており、技術的に容易なことであった。庄内藩出身の佐藤政養は品川砲台の警備係を務め、神奈川砲台では建設の指揮を執ったことがあり、この鉄道建設の担当技官の一人（鉄道助）であった。品川台場から築堤用石材を運んだとの公文録が残っている。

February 27, 2023: Camera Obscrua Presented for Empress in 1871.カメラ・オブスクラの天覧

-- According to "Memoirs of TANAKA Yoshio (2000, written by MIYAJIMA Shigaru)", when UCHIDA Masao, a shogunate technocrat, was dispatched to the 1867 Paris Exposition as a representative of the Shogunate Mission, he purchased a lot of western articles, one of which was Camera Obscura. He presented it at the 1871 Domestic Exhibition in Yushima, and the Emperor and Empress got interested it. Uchida showed it to them without any other visitors.' This description is very credible, but that Camera Obscura is missing.

--みやじましげる『田中芳男伝（大空社、2000年）』によれば、「明治４年の物産会の時」、「内田正雄が西洋から携えて帰った「カメラ・オブ・スキュラ」という、暗室で、太陽光線を利用して絵画を写し出して見せる後の幻灯や顕微鏡を天覧に供したところ、皇太后皇后両陛下も見たいということになって啓行になられたが、当時は、男子はその席に存することすら禁ぜられた時代で、関係者一同退席したので誰が見に来たか分からなかった」とある。内田正雄（1839-1876、洋学者、大学南校官吏）が1867年パリ万国博覧会に派遣された際、そこで携帯用カメラ・オブスクラを購入し日本に持ち帰ったらしい。明治4年の物産会の際、皇太后及び皇后が興味を示し内田は天覧に供したが、他の誰も同席できず、実際どのように使われたのか、その後、どうなかったのかは不明であるという。

--先の11月21日の更新情報に述べたとおり、1830年にイギリス初の都市間旅客鉄道がマンチェスター=リヴァプール間に開通し、そこでは既存の運河や街道と交差する箇所に斜積みアーチSkew Arch橋がよく使われました。翻って、明治政府の場合、奇妙なことに煉瓦アーチ橋は横浜=東京間にはまったく使われず、2年後に開通した神戸＝大阪間には使われました。横浜＝東京間の青木橋、六鄕川橋、三ツ山橋は木造とすることに対し、計画建設に関わったイギリス人技術者からすれば木橋はまったくありえない話で、10年もたずに老朽化し危険な状態になることは分かっていたでしょう。それでも木造橋としたのは明治政府が工事を急いでいたからにほかなりません。また、八ッ山から先の旧江戸城下市街地に線路を通すことは大変な難工事になります。最終地点が銀座・築地に近い新橋なので、品川の先は高輪海岸を通すしか選択肢がなかったのです。八ッ山裏手が旧薩摩藩邸（兵部省用地）で、西郷が土地を譲らなかったため鉄道が海側敷設になったというのは間違いです。一方、神戸＝大阪間はいくつか既存の河川や街道を横断することを前提に路線計画が作られ、鉄橋と煉瓦造トンネルがつくられました。

November 21, 2022: Mr. Mike's latest argument on skew arch tunnel斜積みアーチに関するマイクさんの最新議論

--Mr. Mike Chrimes, chief librarian of the ICE, discussed the design of skew arch which was used for the Liverpool-Manchester railways in 1830. When the railways has been used for transportation of coalfields, locomotive and railways design were important. However, when intercity railways were developed, bridge designs got complicated matter to cross the existing roads and canals. The skew arch was  once of the solutions for the crossing. See<skew arch>.

--長年の友人であるイギリス・シヴィル・エンジニア学会の図書館館長のマイクさんが、つい最近、斜積みアーチに関する論文を発表されました。日本では＜ねじりマンボ＞と呼ばれるもので、既往研究の再検討から始まり、非常に端的にまとめられています。斜積みアーチの理論と実例は古くからありましたが、大々的に用いられるようになるのは都市間交通として蒸気機関鉄道が建設されるようになってからです。マイクさんの議論によれば、マンチェスター=リバプール間の鉄道路線には既存の道路や運河あり、それとうまく交差するためにこの斜積みアーチが使われたとされています。追々、全文を紹介していきます＜組積造Masonry＞。

November 6, 2022: Why Ookubo's regional development schemes failed. 大久保利通の地域開発はなぜ失敗したか？

--Ookubo Toshimichi,, first Home Minister of the Meiji Government launched 7 regional development schemes with assistance of Dutch engineers. All of transportation development schemes failed possibly he ignored significance of holistic & scientific date such as geodetic, geological, meteorological  information. --1875年、内務卿大久保利通は全国的な測地測量事業を辞め、オランダ人技術者の支援を受け独自の地域開発事業を始めました。その最大の目玉であった野蒜築港事業は失敗に帰してしまうわけですが、その原因は国土の総合的な科学的情報の収集と分析なしに、性急に事業計画を作成したことによると思われます。旧江戸幕府から続く地誌情報（塚本明毅や杉浦譲が担っていた）を基礎資料とし、それにオランダの技術を掛け合わせれば，新たな日本の国土開発ができると考えた。近代の国土開発計画には、数字で示された正確な地質、地形、天候などなどの基礎データが必要だったはずです。野蒜築港をケーススタディとして検討してみたいと思います。

September 6, 2022: William Christie, the Astronomer Royal visited Japan in 1896.クリスティー王室天文官の来日

--Helen Gubbins described that W. Christie visited to Tokyo in July 1896 to observe the eclipse. I wonder who entertained him in Japanese side?

--1896年7月、ヘレン･ガビンズは父親宛の手紙の中で王室天文官（グリニッジ天文台長）のウィリアム・クリスティーが日蝕の観測のための来日しており、アーネスト･サトウとガビンズは忙しくしていると述べている。世界的な高名な天文学者が来日したが、さて日本側は誰が対応したのであろうか。

August 2, 2022: Finding of Kobayashi Hachiro's Career.小林八郎の経歴の発見

--Kobayashi Hachiro, one of the first patch of McVean's survey school, worked for Jisen-Kyoryoku-sya/river improvement corp. in 1880 after he finished civil engineering course of the Imperial College of Engineering. This Kobayashi was given scholarship to study at the Britain in 1873 by Yamao Yozo and McVean, but soon returned to Japan to enter the ICE. He was very bright guy.

--工部省測量学校一期生の小林八郎は、1880年に工部大学校土木科を卒業すると浜松の治河協力社（金原明善）に奉職したことを初めて知りました。彼は天竜川の測量を実施したようです。1873年に山尾とマクヴェインからイギリス留学の奨学生に選ばれながら、ロンドンに到着してまもなく下記の帰国命令に従い帰国してしまいました。南清、小川資源とともにマクヴェインのそばにいました。

July 31, 2022: Order of Return to Japanese government scholarship students in 1873.日本政府留学生の帰国命令

-I just knew that Japanese government ordered scholarship students to return home in the end of 1873 through late Haga Tooru's works. Kobayashi Hachiro got scholarship from the Public Works in that years and landed in UK in May 1873, but soon returned home except McVean's instruction. It was because ot this order. However, I still can not find original this order among public archives.

･芳賀徹先生の著作を通して、1873年暮れに政府派遣留学生に対して帰国命令が出されたことを初めて知りました。少数の例外（古市公威など）を除いて、帰国したようで、工部省から4年間の奨学金を得て派遣された小林八郎は、同年5月にロンドンに到着し、英語を学んでいる途中で帰路に就いています。岩倉使節団が米欧視察であった日本人留学生のできが余りにも悪いことに気付き、彼らを帰国させることにしたといわれています。古市公威などの優秀な学生は残ったようです。

July 19, 2022: Re-evaluation of Work of Henry Brunton. ブラントンの業績の再評価

--I am collecting and reading all of Brunton's works, and found that he was really industrial and hard-worker. Even he was trained and educated through apprenticeship, he attained a large scope of knowledge in his early career. 

･明治最初期に政府に雇われた外国人技術者であるヘンリー・ブラントンの業績を再検討してみようと思い立ち、全著作を解読中です。灯台建設に関係して、日本建築、技術者養成、地震、台風などなどに言及しており、彼の知識は広範に及びます。一緒にやってきた副技師のマクヴェインとブランデルとの付き合いでは、多少、性格的な問題がありましたが、その欠点を帳消しにするほど彼の探究心には非凡なものがありました。驚いたのは、1877年に耐震構造に「リジエンス」という概念を用いていることでした。

June 11, 2022: Survey and Mapping for Meiji National Development Scheme明治国土開発計画と測量地図

-After the Iwakura Mission visited around the world to examine western civilization, and  they had to argue the national development scheme, economically and politically. The government leaders, however, actually had a limited knowledge on national land condition, since the Shogunate relied local administration & economic activities on local lords. So, Okubo, first minister of Home Affairs after returned from the Iwakura Mission, he had to arranged rational national land development scheme. But, he had no data of national land.

･岩倉使節団は西洋文明のあり方を見聞して、その知見を国内開発に生かすはずだった。岩倉使節団から戻った大久保利通は内務省を設置し、国土開発に取り掛かろうとした。行政組織の整備は進んだとしても、国土の何処をどのように経済的に開発すべきかという計画はできなかった。なぜなら、江戸幕府は国土という認識がなく、国土の統計的な数値的把握ができず、明治政府にも基礎資料がなかった。そう考えると、精緻な測量地図作りというのは国土計画のためにどれだけ必須であるかがわかる。初代内務卿の大久保は、国土の基礎資料なしに国土＆地域開発をしようとしたのある。

March 8, 2022: Camouflage of Foundation of Hydrographic Office and Survey Office .日本の水路局と測量局発足の偽装

-Although the HMS Sylvia played essential role in foundation of Japan's hydrographic and survey office, it was intentionally ignored by early Meiji government officers, Nanagi Narayoshi and Kobayashi Kazutomo. They hid records of interchange and cooperation with the HMS Sylvia in 1868-69. See <Hydrographic><Survey>.

･明治初期の水域測量と陸地測量部局の発足において、それを主導した人物は1868年から69年にかけての記録を隠蔽してきた可能性があります。イギリス測量船シルヴィア号は1868年末に幕府に共同測量を申入れ、翌年には江戸湾周辺測量を日本側関係者に参加させていました。水路局の柳楢悦も、民部省土木司の小林一知も、それを語っていません。この二人は意を通じ合っていたのでしょうか。

February 4, 2022: Revision of Uneven Treaty and Development of  Science.不平等条約改正と科学の発展

-The Meiji government eagerly intended to revise uneven treaties with foreign nations, but Home Minister Okubo suddenly gave up international collaboration in fields of survey, meteorological and astronomical observation, which was established by Yamao Yozo and Colin McVean.  Okubo's decision extremely disappointed related foreign organizations and individuals who were interested in safe navigation, prevention of natural disasters, etc. in international scientific cooperation

･明治政府は不平等条約の改正を外交上の最大課題の一つとした。しかし、内務卿大久保利通は科学分野における国際的協力を拒否ししてしまい、日本が依然として未開国であることを露呈した。工部省下において、山尾庸三とコリン･マクヴェインは国土測地測量・地図作成及び気象・地震観測の創始を企画し、人員の育成と機器の整備を始めていたところ、その実施母体であった測量司を内務省に吸収し、1年後には廃止を決めた。1873年の世界気象会議、1874年の金星日面通過観測、1875年のチャレンジャー号海洋探検に協力を求められ、山尾は乗り気だったのに、大久保はそうではなかった。佐賀の乱と台湾問題の内憂外患を抱えていたから？

October 1, 2021: Dutch Civil Engineers in early Meiji.

-I am so curious for how Dutch civil engineers were employed by early Meiji government, in particular van Doorn, who arrived at Japan in 1872 by invitation of the Civil Works department under the ministry of the Treasury. One year before his arrival, Atsumi Teiji translated Dutch books related to river improvement into Japanese. Dutch connection in pre-Meiji restoration was strong, but who invited van Doorn to Meiji government?

･明治初期に治水及び築港のためにオラン人技術者が招かれましたが、土木寮の変遷とともに、ファン･ドールンがどのような伝を経て雇用されたのか大変興味を持っています。ファン･ドールン来日の一年前、1871年に熱海貞爾はオランダ語書籍（ストルム・ボイシン著）から「治水学主河編」と「治水摘要」を翻訳しています。熱海は仙台藩出身の蘭学者なので、オランダ語を読めるのは当然としても、オランダと特別な伝があったとは思えません。大蔵省土木寮にいた長崎海軍伝習所出身者か、あるいは渡蘭留学経験のある旧幕臣の誰かが仲介したのだろうか。

August 14, 2021: Proposals of Astronomical Observation by H. Sharbau and T. Ono. シャボーと小野友五郎の天体観測の提案

-Henry Scharbau and Ono Tomogorou prepared proposals of astronomical observation and submitted it to home minister Ohkubo. These proposals were not argued by previous studies, how and why they did it. Scharbau was asked by Kobayashi Kazutomo and Murota Hideo to write that report, and Kobayashi renamed that report as the proposal. While Ono prepared his proposal in the correspondence to leaving of British officers, McVean and Scharbau. He realized that Japan's meteorological and astronomical observation has just started and could not carry on it without help of foreign engineers and scientists. See <1.Survey&Meteorology>.

･シャボーと小野友五郎は、1876年に数ヶ月間離れて同じように天文台及び天文学の創設を内務卿大久保に提案しました。提案があったことは日本の天文学事始めとして広く紹介されていますが、これまでその文面を分析した人は居ませんでした。シャボーの提案といわれるものは、小林一知と室田秀雄から頼まれて執筆した報告書だったし、小野友五郎の提案は、内務省測量部局からマクヴェインとシャボーが退職することになり、彼らの協力で始まった測量、気象観測、天体観測が無くなることの危惧からでした。詳しくは<1.Survey&Methorology>をご覧ください。

June 5, 2021: Identifying early career of Murota Hideo室田秀雄の初期経歴の発見

-Murota Hideo was hired by McVean's survey office in June 1872, and worked for McVean for 4 years together with Murata Fumio. I just fund his early career, very interesting figure. he was a samurai officer of Tanakura domain, Shirakawa. Tanakura domain joined pro-shogunate alliance in 1868. After the lord gave up soon, Murota followed Ootori Keisuke, military0general of former shogunate army, and escaped to Hakodate. 

・箱館戦争に室田秀雄が参加したことは知っていましたが、どのような経緯だったのかはまったく分かりませんでした。彼は白河近傍の棚倉藩士で、藩主の阿部正静が奥羽越列藩同盟に加わったものだから官軍と戦うはめになり、藩主が降伏した後も陸軍奉行の大鳥圭介に従い箱館に向かいました。敗戦後、林董三郎らと同じように津軽で半年間の謹慎拘留、その後、静岡藩に帰属し、しばらくして明治政府に出仕。山尾に目を掛けられたということは江川塾あたりにいたのでしょうか。

May  15, 2021: Home Office's Documents related to Foundation of National Observatory内務省の天文台及び気象台創設関連文書

-After reading the documents of Home Office related to proposal of foundation of national observatory in 1876-78, I found that leaders of Survey department sought another way of survival after home minister Ohkubo gave up national geodetic survey in 1875. Leader was Kobayashi Kazutomo, who asked Henry Scharbau and Ono Tomogorou to arrange  individual proposal to Ohkubo for foundation of national observatory. They did not know Ohkubo's decision was too strong to change his mind; no more budget for geodetic survey and observatory.

・1876年から78年にかけて内務省地理寮は国立天文台及び気象台の創設を内務卿の大久保に進言します。その公文書が国立天文台に所蔵されており、地理寮量地課の盛衰と合わせて読み直してみると、これらの進言が全国測地測量地図事業の廃止に伴って量地課の生き残り策だったことがわかりました。小林一知らはまったく望みのないことをしていたことになります。小林に助けを求められ、シャボーと小野友五郎もこの進言に加わります。

January 1, 2021: 150th Anniversary of Foundation of Engineering Institution and Survey Office工学寮と測量司の創設150周年記念年

--Meiji Government founded Engineering Institution and Survey Office under Ministry of Public Works in 1871. So, 2021 is the 150th Anniversary of their foundation.

・今から150年前に、明治政府工部省の中に工学寮と測量司が設置されました。2021年は両部局の創設150周年記念年に当たります。両部局は、現在部分的に東京大学工学部と国土地理院に受け継がれています。

December 30, 2020: Absorption of Survey Office and Civil Works by Home Office.測量司と土木寮の内務省移管

--The Home Office started in January 9 by an government order "Foundation of the Home Office," and issued "the Organization and Regulation" in January 10. The Survey Office would be one of the departments in January 9, but was not included in first Organization and regulation. The survey office was officially included within the Home Office in February 28 by the second Organization and Regulation........

・測量司の内務省移管は1874年1月9日「内務省寮司ヲ置ク」によって決まったものと思っていましたが、翌日発布(1月10日)の『内務省職制及事務章程』(国会図書館蔵伊藤博文蔵書)では測量司は省内組織には入ていませんでした。しかし、2月18日『内務省職制及事務章程改定』は測量司が再び出現し、これはどう理解すればいいのでしょうか。また、同年1月9日、大蔵省から土木寮も内務省に移管され、既往研究では内務省が他省の寮司吸収はスムーズにいったと言われていますが（『工部省の研究』）、土木寮の正であった小野義眞は、測量正の河野通信とともにこの日に辞職しました。大久保利通に声を上げて異を唱えることはしませんでしたが、これらの移管劇は明治政府にあってかなりの激震であったはずです。

December 18, 2020: First Official Meteorological Observation in Japan.明治政府最初の公式気象観測

--John Godfrey was hired by Meiji government as chief of Mining Department in 1872, and soon started meteorological observation, then submitted monthly table to the government from January 1873. This is the earliest official meteorological observation in Japan.

・1872年に工部省に雇用された鉱山師長ゴッドフレーは着任と同時に気象観測を始め、1873年1月から明治政府に月ごとの報告書を提出しました。これが日本最初の公式気象観測記録ですが、鉱山寮職務規程に気象観測が入っていたかどうかはこれからの調査になります。

December 3, 2020: Absorption of Survey Office by Home Office.測量司の内務省移管と小林一知

--I finally understood the process of absorption of McVean's Survey Office by Home Office. Key figure was Kobayashi Kazutomo, former Shogunalte naval officer. He failed to resume his position in Civil Works under Civil Affairs in 1870, and succeeded it under Home Office in 1874.

・やっと測量司の内務省移管の顛末が分かりました。裏で暗躍していたのは旧民部省土木司大佑の小林一知で、民部省下では全国測量の企ては失敗しまい、1871年11月に代わって工部省が新たに国土測量事業を興します。小林たちは、1873年11月に大久保利通が内務省を建置するとこれを再起のチャンスととらえ、内務省に工部省測量司を移管するよう働きかけます。内務省の大久保･杉浦譲は地域開発や地積確定のために測量を必要としましたが、同舟異夢、小林らが狙った国土測量に消極的でした。彼らが内務省測量司合流を果たした1874年2月3日というのは、測量正河野通信が辞職した直後であり、また師長マクヴェインがイギリス公務出張から戻る船中にあり、小林らにとっては絶妙のタイミングでした。1980年に斉藤敏夫氏は「土木司測量所について」という小論を書いていますが、資料の理解不足です。

November 3, 2020: Metric System Design in Japanese timber buildings.メートル法による日本建築の設計

--Although Japanese uses metric unit for timber building design, we still fix every size of space and member by old unites (shaku and sun). I lately found an exception that the military timber buildings constructed in the  early Showa period (1925-1945) was designed by metric unit, big surprising.

・日本建築はメーター寸法で設計されていますが、木造建築の場合、各部の広さや部材の大きさは旧寸法(尺寸)で決められています。つい最近、1927年前後に建設された旧陸軍の木造建築を実測する機会があり、この場合、柱間や窓の大きさはメートルのグリッドにきれいに収まりました。明治時代から大正時代に建設された旧陸軍の木造建築を多数実測したことがありますが、それは尺寸単位でした。旧陸軍では昭和に入ると木造建築もメートル単位で設計するようになったと思うのですが、誰か知っている方はいますか。

October 19, 2020: Miura Kiyotoshi (Saisuke) in 1870 Civil Works.1870年土木司の三浦清俊

--This Miura was one of the earliest staffs in Civil Works of Minister of Civil Affair, and very interesting figure. He proposed national triangular survey.

・明治初期になぜ土木司/土木寮が軽視されたのか長い間疑問に思っていました。結論は、薩長土肥の政府実力者が土木事業に興味を示さなかったためです。つい最近、明治政府公文録の中に「土木司回議留自明治2年至同4年」というは大変興味深い文書を発見しました。この時期、明治政府は大きな予算をかけて横浜新橋間鉄道の工事を始めようとしており、それを担った鉄道掛に土木司は測量機器を貸し出すことになりました。土木司は大蔵省の下で道路、橋梁、堤防の維持管理を業務とし、技術的にはシビル･エンジニアリングであり、職種的にはパブリック･ワークなので、本来は鉄道建設も担うべきでした。しかし、明治政府は民部省下に鉄道掛を設置したため、土木司は大きな活躍の場を失い、「土木司回議留」によれば自らの新たな任務として全国測量を掲げ、測量掛の創設、機器装置の購入、測量学校の併設を提案したことが分かります。しかし、度重なる部局改編のために頓挫してしまい、測量掛が実際に存在したのかは不明です。大祐小林一知（文次郎）の下に弘前藩出身の三浦清俊（才助）がおり、彼が全国測量建言を作成しました。この文書の目次は内務省の便箋が使われており、小林と三浦は内務省における自らの正当性を主張するために旧業績をまとめたのでしょう。

September 17, 2020: Sonno-Joui and Anti Foreign Party幕末の尊王攘夷と明治初期の外国人排斥党

--I could finally understand difference between Sono-Joui and Anti Foreign Party. The Anti Foreign Party appeared around 1873 to restore their power in the government. They were former Shogunate navy, who had no chance to learn science and engineering in foreign countries.

・1873年頃からお雇い外国人を排除しようとするアンチ・フォーリン・パーティの登場の背景がわかりました。最初、私は幕末の尊王攘夷思想との関連を疑っていましたが、そうではなくこの運動を主導した人物の共通点は旧幕海軍出身者で、外国留学の経験がなく、戊辰戦争に参加した人たちでした。謹慎や処罰を受け、明治政府に出仕し、最初はおとなしくていますが、しだいに復権を図るために、当時大勢雇われていた外国人職員、特に技術者を排斥していきました。

August 4, 2020: Reconsideration of 1872 Giza Redevelopment Scheme銀座煉瓦街計画の再考

--Previous studies largely ignored foreign engineer's commitment of that scheme, especially of McVean's, who first prepared the measured map of the burned area, original street plan, and building design before Waters did it. I am reconsidering the process of decision of the scheme on the standing point of McVean and the Public Works. See <3.1872Giza Redevelopment>.

・既往研究では.ウォートルス以外の外国人技術者の関わり合いを無視してきていますが、再度一次資料をマクヴェインの記録と照らし合わせて解読すると、意外なことがわかってきました。ウォートルス案といわれるものはマクヴェイン＋スメドレー案の焼き直しにすぎないという・・・。<3.1872Ginza Redevelopment>をご参照ください。

May 24, 2020: 1869 is Foundation Year of Japan's Modern Survey?1869年は日本近代測量創始の年？.

--I just knew that the Geospatial Information Authority of Japan cerebrated the 150 anniversary last year. The Geography & Map Division of Civil Secretary was founded in 1869, but we do not know what it aimed and executed. Modern National Survey was commenced by the Survey Office of Public Works in 1871. 

・国土地理院は2019年を近代測量事業創始150周年と考え、昨年、「近代測量150年記念事業」を実施しました。既往研究と識者の意見は、民部官庶務司戸籍地図掛は明治2年(1869)4月に設置されたが、何を目的に誰がどのように実施しようとしたのか判明せず、また事業成果が何も残されておらず、近代測量事業の創始と見なしてはおりません。なぜ測量史識者の山岡光治さんや上西勝也さんに相談されなかったのでしょうか。政府の全国測量地図作成事業は、1871年に工部省測量司によって始められたので、来年が150周年です。

May 22, 2020: New Source related to Appointment of Teaching Staffs of Engineering College工学寮工学校教師人選に関する新資料.

--The Cabinet Archives dated February 14, Meiji 5 (March 22, 1872), Kobu-sho (Public Works) asks sanction to Appointment of Teaching Staffs of the Engineering College through Hugh Matheson. See <1.Engineering College>.

・「太政類典明治5年2月14日(1872年3月22日)工部省学業技術ニ長スル者数名ノ選挙セントス、其周旋ヲ英国人ヒウマセソンニ託ス」を本日発見！これまで1872年8月、伊藤博文がロンドンでマセソンに委託したと考えられていましたが、その半年ほど前に山尾庸三がマセソンから協力合意を取り付けていたことになります。<1.Engineering College>を参照願います。

May 19, 2020: What a fool you were, Ookubo! 大久保利通はバカモン.

--2 years after Ookubo transferred the Survey Office from the Public Works to the Home Office, he gave up mission of the national survey. What a fool you were, Ookubo!? You had not to take the office from Yamao's hands. Yamao possibly could manage the office more properly.

・大久保利通は測量司を内務省に移管させて1年半後、彼は国土測量業務を放棄し、その役割を要地測量（都市や港湾）にしてしまった。そんなことをするのなら、なぜ測量司を工部省の山尾庸三の手から奪ったのだ。大久保と杉浦譲には科学技術に対する見識ががなかった。

May 6, 2020: Updating <2.Foreign Engineers御雇い技術者>の更新.

--It is widely believed that the Meiji Government employed foreign officers were with excessive high salary, comparing minister's salary to them. The salary criteria of the foreign officers was introduced from that of the India Office, probably Harry Parkes suggested it to Japanese government.

・つい最近放送されたNHKラジオ<歴史再発見>でも述べられたように、明治政府は御雇い外国人を法外な高給で迎え入れたと広く認識されているようですが、御雇いイギリス人の給料は1870年前後インド省の給料体系をもとにしたものでした。問題は当時の円対ドルの為替にあり、また医者やシビル･エンジニアや建築家といった専門職は高給で待遇するのは当たり前だったのです。日本人給料は、明治以降、社長と社員の間の給料格差があまりなかったことが世界史的に特異なのです。

February 6, 2020: Arai Ikunosuke and French Military Advisors.荒井郁之助とフランス軍事顧問団

--Arai was a Shogunate engineer, and received training under the French military advisors. He joined Shogunate resistance group led by Enomoto at Hakodate. After the group surrendered to the Imperial power, Arai entered into public service in the Imperial government, and expressed his talent of science and engineering in survey and meteorology together with Kobayashi Kazutomo. They did not have good relation with Yanagi Narayoshi, and feuded themselves who took initiative of survey and meteorology in the government.

・昨夜のNHK歴史ヒストリアは幕末フランス軍事顧問団を取り上げ、日本側カウンターパートとして荒井郁之助が登場した。荒井は、内務省の小林一知と海軍省の柳楢悦と共に明治初期において測量、気象観測、天体観測に重要な役割を果たした。幕末にフランス軍事顧問団から軍事技術の研修を受けながら、薩長軍に追われ榎本とともに箱館に立てこもる。反乱が鎮圧されると、荒井は明治政府に出仕し、開拓使で力を発揮していった。同じ旧幕軍人でも、荒井は箱館籠城組の小林一知とは協力し合ったが、海軍の柳楢悦とは反目した。そのため、明治政府は測量、気象観測、天体観測に統一した体制を取ることができなかった。このように、明治維新後、旧幕軍人たちの間に生じた亀裂はどこからきているのだろうか、大変興味深い。榎本武揚、林董、大島など。

June 11, 2019: Choōji was Western Restaurant in early Meiji Japan.明治初期の長応寺に西洋料理店

+McVean and Mary sometimes dined at "Choōji" together with friends and guests. Mary described "Old Dutch Legation, Choōji, Takanawa, Yedo (Tokei), so it was in Choōji Temple site. Yes, western food was served at Choōji in 1872!!!!

+マクヴェイン日記にしばしば登場するChoōjiというレストランが、やっと長応寺であることがわかった。1872年日記の端っこに"Old Dutch Legation, Choōji, Takanawa, Yedo (Tokei)"という記述があったから。幕末に高輪の長応寺がオランダ公使館に使われた事は「新修港史」にもでているが、その境内にレストランがあったということになる。

March 29, 2019: DOZO in London, constructed by Kisaburo Yamazoe in 1873.ロンドンに土蔵が建てられた！

-I just noticed that Yamazoe, a Japanese carpenter built DOZO, fireproof timber storehouse covered by thick clay at London in  1873. He visited there after he participated in the Vienna Exposition. 135 years after this event, Fujimori built tea-house at same place. Fujimori's thesis was study on Yamazoe's work........ 

-1873年暮れ、山添喜三郎はウィーン万博日本館展示の仕事を終え、冨田淳久の待つロンドンに立ち寄った。冨田に会うだけが目的ではなく、ウィーンで出会ったバークという人物からロンドンにも日本建築を建てて欲しいと頼まれ、そこで彼は神社商店に加えて土蔵も建設することになった。2008年に藤森先生のV&A美術館で茶室制作展示を手伝っていた時、「135年前、ここで山添喜三郎が土蔵を作っていたんですよ」と指摘するのを忘れていた。藤森先生の卒業論文は山添喜三郎についてだったので感慨ひとしおのはずだったのに、、。『澳州博覧会後建築術之経歴』「松尾伊平衛と共に英国に行き、「アレクサンドラ・バーク」会社の為に再び我神社商店を龍動府に移建且我国の土蔵をも建築せり」（山添喜三郎）。マクヴェインはロンドンで山添にあっていたはずで、その縁で帰国後山添は内務省勤務になり、1875年焼失した庁舎建築の再建を担う。

February 2, 2019: To understand the Meiji Government from Survey明治初期の技術者：御雇いvs.旧幕

--The Imperial Military defeated the Shogunate Royal Engineers/Samurai Engineers in the Bosin civil war, and took initiative in the Meiji Government. The Samurai engineers after being confined to jail for sometime, were appointed by the Meiji governement. They were talented and taugh guys, and regained their position in the governement. Before they were regained, the Meiji government needed foreign engineers to drive rapid industrialization.

--マクヴェインの測量業績を整理しているうちに、明治政府初期の政府技術者がどのような力関係で動いていたかを知ることが出来ました。江戸末期には，伊能忠敬によりおおよその日本全土の測量地図ができていたが、その後幕末の科学技術者たちは伊能が用いた導線法よりも三角法の方が精度が高いことを蘭学から学んだ。新しい政府が発足すれば、その政権の下で地籍測量を実施し、中央政府にとって安定した正確な税収の源泉にしようとしていた。しかし、政権移譲はスムーズにいかず、彼らは幕府側に立ち戊辰戦争に参加することになった。薩長は若者に科学技術を学ばせるために留学させたが、帰国後彼らは明治政府の中枢官僚となったため、その殖産興業を実際に動かす技術官僚は敗者である旧幕技術者をすぐには登用できないので、御雇い技術者を雇用することにした。確かに御雇い外国人を必要とする新たな技術分野はあったが、戊申戦争がなかったら膨大な国庫を使って多数の外国人技術者を雇用する必要はなく、旧幕科学技術者が力を発揮できたはずであった。戊辰戦争でやぶれた旧幕臣技術者は若干の処罰の後復権し、もっぱら民部省と開拓使に出仕したが、立場上すぐには活躍できなかった。内務省が発足するとその日がやってきて、旧幕系技術官僚の巻き返しが始まる、、、ということだろう。土木寮が民部省下で発足しながら、工部省へ、さらに内務省へと移管された理由がやっと分かった。拙稿『工部省創設再考』『工部大学校創設再考』を参照請う。

November 25, 2018: Michinobu Kawano and Ookubo in suppression of SAGA Rebellion「佐賀の乱」鎮圧の河野通信と大久保

--Kawano was a head of Home Affairs' Survey Department, and took part in suppression of SAGA Rebellion led by Ookubo, minister of the Home Afairs. Okubo executed rebels cruelly, and this execution shocked Kawano and caused him mental derangement. Kawano just came back from the Britain 3 months ago and expected to supervise the Survey Department as head. After the SAGA Rebellion, Kawano could not work properly and resigned the department. This event so disappointed McVean, a chief surveyor, everything what McVean planned collapsed. "A Story of SAIGO" of NHK TV programme did not described this matter.

--昨日の『西郷どん』は「佐賀の乱」の鎮圧の場面でしたが、大久保率いる鎮圧軍に従軍した内務省官僚が描かれていないのは残念。大久保が岩倉使節団から帰任すると共に内務省を発足させ、土木寮を新設し、また測量司を工部省から移管させた。測量司は、1874年1月に10ヶ月間のイギリス視察から戻った河野通信が長官として帰任するはずだったが、マクヴェインが5ヶ月間遅れて1874年5月にイギリスから戻ると河野の姿はなかった。山尾庸三の支援の下で河野とともに国土測量･気象天文観測事業に乗り出そうというとき、大久保の横暴な施策は、なんとマクヴェインを残念がらせたことか。河野という人物に大変興味を持っているが、なかなかこの人物に関する資料はでてきません。

November 2, 2018: Distingished Foreign Officers Employed by Meiji Government.明治政府、最良の御雇い外国人を失う

--Someone in the early Meiji foreign journalist described "The Japanese Government is losing some of its best foreign servants, and, much as it abuses them occasionally, its foreign servants have been its best friends hitherto," and named two figures; Lieutenant Murray Simpson Day, U.S.N for the Kaitakushi and Colin A. McVean, formerly Chief Surveyor of the Home Department. I think heartfuly agreed with him.

--1876年のとある英字新聞は「明治日本政府は最高の外国人職員を失おうとしている」という社説を掲載し、開拓使に雇われたディと測量司のマクヴェインの二人の名前を挙げた。御雇い外国人の中には山師やペテン師もいたが、この二人は日本のために真摯に忠実に働いたと述べている。4年前に病死したモレルも含め、本当にそう思う。

October 24, 2018: Exhibition of Meiji Japan's National College Buildings at the Architectural Archives, Ueno.工学寮開校年

--I visited to the Architectural Archives, which just started new exhibition "Meiji Japan's Government College Buildings." I wanted to know the positioning of my "The Imperical College of Engineering Campus and Buildings" among other National Collages.Yes, ICE Buildings were exceptionally marverous one in term of design, because they were built by enormous energy and money. Some errors were found in explanation, ex,  the Imperial College of Enggineering commenced in 1873, not 1876.

--10月24日、豊川市の仕事の帰り、国立博物館で開催中の大報恩寺仏像展」とともにこの展示会を観てきた。興味は工部大学校と大学南校を中心に、科学技術教育学校における専門教育教室と設備のデザインにあった。工部大学校の設計図面はなかったが、その後創設されていく大学校舎に比べると別格であることを再確認した。建設にかけたエネルギーとお金は大変なものだった。修正すべき点として、工学寮はヘンリー･ダイアー作成のカレンダー（学則･カリキュラム）に基づいて1873年11月には開学しているので、工部大学校の開学は1873年とすべし。第二は大学南校と大学東校の英語訳で、もともと大学南校と東校は暫定的名称であり、対外的にはImperial CollegeとImperial Medical Collegeとしてそれぞれ紹介していたので、今回の英語訳はそうすべき。

October 8, 2018: Revealing Imperial College of Engineering through E. C. Robins' works.ロビンスとインペリアル・カレッジ

--Buildings of the Imperial College of Engineering designed by Boinvile in 1875 partly collapsed in 1929 Kanto Earthquake and eventually dismantled. It was once one of "the famous forerunner of English examples" for technical college building design, and highly possible to reveal the interior and exterior design through Robins' descriptions. William Ayrton, a professor of physics, came back to Britain with a set of drawings of ICE to found new technical school in London together with E.C. Robins. See Entry<Imperial College of Enginner>

--工部大学校は建物は関東大震災で大きな被害を受け、最終的に解体撤去されてしまい、詳しいデザインの様子は分からなかった。1880年代、技術教育用建築設計の権威であったE.C.ロビンスは工部大学校の建物をイギリスの最も先進的事例として多くの学会で発表紹介しており、彼の発表内容と著作からある程度までそのデザインが判明する可能性がある。エアトンは設計図面一式をイギリスに持ち帰り、それをロビンスに渡したと考えられる。それはエアトンはロビンスと共同して、ロンドンに新たな技術学校を創設しようとしていたから。

September 19, 2018: Preparing of New Article on SYNOD-Approved Orthodox Church Model Plans宗務局承認正教会聖堂設計図譜

-I am preparing new article on the SYNOD-Approved Orthodox Church Model Plans, how they were utilized in Japan by Saint Nikolai. In 2009, I was given some advice from Prof Evgeniv of Univ. of Saint Pertersburg, and wish to publish this article in next year. See Entry <Orthodox Model Plan>.

-東京大聖堂建設後、ニコライが直接あるいは間接的に建設を進めた聖堂建築はそれまでとは明らかな相違がある。それがどこに由来するのかを考察した論文を執筆中。思い起こせばサンクトペテルブルグのエブゲイニフ先生からヒントを得たのが2009年、10年目の来年には学術雑誌誌面に出したいもの。現時点の草稿は＜Orthodox Model Plan＞を参照願います。

September 10, 2018: Discovering of Familiy Line of Josiah Conderコンドル先生の家系調査の必要性

-Josiah Conder's family line is not known at all, although it might affect Conder's childhood and career. His family is really interesting, as his grand fater was great publisher and his auntie was great civil engineer. See Entry <Anglo-Japanese><Conder-Smith>.

-コンドル先生の家系って、ほぼ40年前に簡単に調べられた情報が今でも流布しており、全然分かっていません。コンドル先生の生涯を考える上でこの家系調査は必須です。30年ほど前、コンドル先生を含めて同姓同名の著名人が3名もいることは知っていましたが、他の2名のことを調べたら、結構、建築に関係する仕事をしていたことがわかりました。<Anglo-Japanese><Conder-Smith>を参照願います

August 10, 2018: Why Isabella Bird visited Japan?イザベラ･バードはなぜ日本に来たのか？

-McVean finished contract with Japanese government and returned to Scotland in June 1876 through Pacific Ocean, USA and Atlantic Ocean. When he and wife sometime stayed at Edinburgh, they met several times Isabella Bird and her sister, who asked McVean as "7 Atholl Crescent Edinburgh Feb 24/ 78, Dear Mr McVean. You kindly said that if I decide on going to Japan you would help me with introductions etc.", and McVean replied as "Friday Mar 22, Writing Miss Bird letters of introduction to Japan friends." Bird got interested in visiting to Japan after she read account of John Francise Campbell, who travelled in Japan 1874. When McVean returned to UK in 1874, he met J.F. Campbell, and gave him advice for travelling to Japan, so McVean again gave advices and conviniences too. They exchange corresponsence several times. See entry <McVean in Japan>.

-マクヴェインは明治政府との雇用契約を終え、1876年4月、横浜を発ち、太平洋-北アメリカ-大西洋を渡り、同年6月にスコットランドに帰り着きました。エジンバラは妻マリーの実家があるところで、そこでしばらく滞在していた時、マクヴェイン夫妻はイザベラ･バードと数回会い、また文通をしていることが分かりました。バードはJ.F.キャンベルの日本旅行記を読んで日本に興味を持ち、マクヴェイン夫妻が帰国したことで直接日本行きの助言と便宜の提供を求めました。それに対して、マクヴェインは親切な手紙を書き送ったことが日記と手紙から明らかになりました。バードの手紙あり。このキャンベルはマクヴェインの父の親友で、1873年にマクヴェインが一時帰国し、翌年日本に帰任する際、エジンバラから後を追ってきました。＜マクヴェイン研究＞項を請参照.

August 1, 2018: Importance of Dent Co. in Development of Foreign Settlement in Far East長崎と横浜のデント商会建物

-Dent Co. was once a rival of Jarden, Matheson Co. in economic development in modern East Asia. Unfortunately it was bankrupted in 1867 and no corporate documents remains. However, the records of Dent Co. remains somewhere, under earth and in documents of other corporations. Dent Co. established office at Nagasaki in 1859 and built office building 1862. This building was utilized by British government as Nagasaki Consulate. This was demolished to build new consulate buildings in 1908, and recently rediscovered the foundation in process of restoration of new consulate buildings. On the other hand, E Loureiro, an agent of Dent Co. built house + office in 1862 hiring Japanese carpenter, Shimizu Ki.

-デント商会は867年に倒産するまではジャーディン･マセソン商会と肩を並べる存在だった。倒産してしまい、さらに関連古文書が無くなり、それが実際東アジアでどんな経済活動をしていたのか不明であったが、長崎と横浜で大きな発見があった。重要文化財として現在修理中の旧長崎イギリス領事館建物はデント商会事務所建物の上に建設されたものであるが、修理工事中にデント商会建物の基礎が出てきた。外国人居留地開設と同時に大きな投資をして事務所建築を建てたことが分かった。一方、ゼネコン某社の依頼でイギリス横浜領事館文書を再検討することになり、その中でデント商会代理のE.ロレイロが1862年に清水喜助を雇い大きな建設活動をしていたことが明らかになった。JM社との二大商会として､東アジアでどのような経済活動をしていたのか興味は尽きない。

May 8, 2018: Review of Yoichiro Murakami's "History of Engineering"(2001, Iwanami).村上陽一郎氏の日本技術史

-I just found Murakami's work on modern history of engineering. His consideration is quite fine, but there are some misleadings.

-2016年から日本建築学会論文集に３編の工部大学校関係論文を書きながら、敬愛する村上陽一郎先生のこの仕事は読んでいなかった。仙台メディアテークで配架書籍をつらつらと見ていたら、入門書的な全集の「現代工学の基礎」講座の中に先生の大事な論考があったとは。18世紀ヨーロッパにおける近代技術＝工学概念の生成から明治政府の工部大学校までを紹介している。入門書のわりには丁寧な説明が欠如し（おそら紙面の制限があったため）、またまったく参考文献が記されていない。巨視的に見ることに徹しており、大まかな流れの考察は正しいと思う。しかし、細部にかなりたくさんの誤解というか誤謬が見られます。例を挙げれば工学寮は英語でEngineering Institutionであった可能性があり、少なくともImperial College of Engineeringではありませんでした。明治政府の南校はImperial Collegeとして英字新聞に紹介されていました。工学寮が工部大学校に改名されたのではなく、工学寮が廃止され、工学寮工学校は勧工寮に移管されるともに工部大学校と正式に呼ばれるようになりました。それから、イギリスのCivil Engineer概念生成について、これはRoyal Engineer（工兵、軍事技術者）の対語として誕生しました。紙面をあらためてレビューを書きます。

March 12, 2018: World Engineering Congress held in 1929 at Japan.

-I found a memo of Koi FURUICHI, describing tour of the participants of this congress at the British National Archives. After coming back to Japan, I checked the congress how it was organized in the Japan Engineering Society. 

-昨年、イギリス公文書館にて古市公威作成の工学会議のメモを見つけた。この会議は何かと調べてみると、アメリカ機械学会からの要請というよりも日本の国威発揚を目的にした大会だったようだ。しかし、これを記念して［明治工業史］が編さんされたのは今から思えばすばらしいことだった。

January 4, 2018: Japan's Active Introduction of Modern Industry and Technology started by Iwakura Mission

-After Japan was forced to open the nation in 1858,,,,,

(3) Searching of Modern Industry and Technology to be introduced and fostered in Japan by Iwakura Mission

-岩倉使節団の役割を再考すると、その前段階というか準備段階として、（1）外国外交官と外国商人による西洋技術＆産業の売り込み、（2）幕府と有力諸藩から派遣された若者による西洋技術＆産業の見聞があったことがわかり、その上で（3）岩倉使節団による日本に移植すべき近代技術＆産業の探索が行われた。

November 14, 2017: Ginza Masonry Redevelopment Project was to be Executed by the Public Works?

-After the Big Fire around Nihonbashi area, urban redevelopment started by the Finance under T.J. Waters's initiative. Reading McVean's Archives, The Public Works under the Yozo Yamao wanted to take responsibility for redevelopment scheme as well as execution. Next day of the Fire, Yamao instructed McVean to make survey of the burned area, and layout new streets for masonry houses. But, soon he had go to Osaka for his mission, and put Tsunetami Sano as acting vice minister. Sano could not take the initiative in the meeting and discussion of ministers.

-銀座煉瓦街の建設は実は工部省が主管する可能性があった。火事の翌日、山尾はマクヴェインに命じて焼失地の測量、新街路の設計、耐火造家屋の設計を指示している。当時、岩倉使節団に同行し渡米中であったが大久保利通と伊藤博文が一時帰国しており、山尾は彼らと相談し工部省の自らの配下技師を動員することに提案したに違いない。工部省測量司以外に、この都市計画事業を実施できる技師たちはいなかった。ところがすぐに山尾は大阪に業務のために出発し、3週間東京を留守にしなければならなかった。さらに、大久保と伊藤も米国に戻らなければならず、この業務のイニシアティブは井上馨と由利公正に握られることになった。山尾の大阪出張がなかったら、工部省主導で動いていた可能性がある。そもそも、復興計画案を提出したのは工部省傭いのマクヴェン＆スメドレーチーム、ブラントン、フロランの三者しかなく、ウォータースは大蔵省がこの事業を主管することになってから登場した。山尾の留守中、工部省を預かった佐野常民では、大蔵省の井上馨と東京府の由利公正には太刀打ちできなかったということか。
