14) FO262/859. Yokohama, 9th September 1902
Dear Sir Blands,
Last week I received your letter at Tokio, Re Shimonoseki. I have had a letter from Mr Playfair about a site he has found for a house about a mile out on the Chofu Road, and which appears to be suitable. To inspect this new site I am again calling at Shimonoseki on my return to Shanghai. I leave here by the “Saikio Slarn” on the 11th instant, and to gain time at Shimonoseki. I will have to train from Kobe.
With regard to the office site, if we purchase I do not expect to pay more than the Japanese Government will pay to purchase another piece of land elsewhere, to erect a similar house for a boarding station. The transaction being a government one. The question of profit will not be considered, and this should not exceed ¥4000, but loss.
Being obliged to obtain two sites at Shimonoseki; the outlay will be more than the estimates of this year will stand, and if paid this year the transactions must be specially sanctioned, or it will be letter to hold over payment will next years estimates and pay in April 1903.
I am uncertain as to my moments about the beginning of October, but expect to be South of Shanghai visiting the China Ports as far as Canton. I will again visit Tokio tomorrow and see to Legation alternation. Progress seems slow and I am pushing Mr Conder.
Faithfully
William Cowan,
