Proposal Examples of products that meet minimum expectations of expected
Deadline: outcomes and a bid for cost of said product, must be received at the
District Office no later than 4:00 p.m., Friday December 06, 2013, at which
time all material received will be documented and recorded. Products will be screened to ensure they meet minimum expectations. Products that do not meet minimum expectations will be rejected, but not returned to vendor. Product examples must be shipped to the District at 291 North Main, Beaver, Utah 84713.

Award of: A committee comprised of three teachers from each school, a special education teacher, and the District Literacy Specialist will screen all submitted product to determine the top 2-3 that meets minimum expected outcomes. A second committee comprised of one teacher from each school, a special education teacher, the District Literacy Specialist, and one administrator will invite representatives of the top 2-3 companies to present and review proposed product. This committee will select the one product, which best meets the district needs and expected outcomes no later than February 1, 2014.
Multiple Interested parties may submit multiple proposals, so the District can

Timeline: All product of the successful bidder must be received at the district office no
later than May 01, 2014.
Expected The Basal Program should contain and address the following:
Outcomes · Alignment with the New Utah Core Standards and Objectives for Reading
Include: and Language Arts.
· Strong Literacy Base
· Strong phonics component that is sequential across the grade levels
· Writing component that requires students to write in response to text
· Passages on a subject that includes a fiction story, informational text and a
poem from which the students can compare and contrast
· Spelling component that teaches spelling strategies and is aligned with the
phonics instruction
· Leveled books or stories
· Assessment pieces that require the students to do one or more of the
following on each assessment:
à Write in response to the story or passage
à Compare and Contrast
à Analyze and Evaluate
à Determine Main Idea, Author’s Purpose, Point of View, etc. and
justify with information from the text
à A variety of types of questions
à Grade appropriate questions
à Questions that require multiple thinking strategies
à Questions that require the student to use English Skills
à Questions that test the students’ ability to comprehend on grade
and reading appropriate levels
· Strong Alphabet and Phonemic Awareness strategies and instructional
ideas for lower grades
· Vocabulary instruction
· Fluency Passages
· Teacher’s Edition and materials that facilitate scaffolding of skills and
strategies
· Graphics and stories that are appealing to students
· Product must contain a technology component that may be used by
teachers, students, and parents.
Tax Exemption: Beaver County School District is exempt from Federal and State taxes.
Signature on The district requires the signature of proposal documents be that of an
Proposals: authorized representative of said company.
Rejection of The bidder acknowledges the right of the District to reject any or all
Proposals: proposals and to waive informality or irregularity in any proposal received
and to award each item to different bidders or all items to a single bidder. In addition, the bidder recognizes the right of the District to reject a proposal if the proposal is in any way incomplete or irregular. The District may also award at its discretion only certain items quoted on. The District reserves the right to reject the proposal of a bidder who has previously failed to perform properly or complete on time contracts of similar nature, or a bid of a bidder when investigation show that a bidder is not in a position to perform the contract.
Form of The proposal must be in the form of (1) a product that meet minimum
Proposal: expected outcomes, (2) a cost breakdown for each component of the product, and (3) a timeline of expected delivery of product if you are the successful bidder.
Cost All proposals shall provide a line item, detailed, cost itemization. Preference
Itemization: will be given to proposals that provide greater detail in the proposed cost
itemization.
All costs should be included in proposals and the total cost of the proposal should be clearly indicated, including shipping and professional development, in each proposal.
Experience & Bidders shall provide a list of school district from the State of Utah that are
References: currently using their product that meets minimum expected outcomes.
Errors: If applicable, all errors in price extensions will be corrected by the District and totals for award determination corrected accordingly, unless the bidder species that no change be made in the total submitted.
Warranty The District reserves the right to give preferences in the decision-making
Preferences: process to those proposals providing warranties and maintenance free options; however, this not a requirement for submitting proposals.

Non-Collusion For proposals to be considered, bidder shall provide a non-collusion
Statement: statement indicating that “neither the bidder nor any of its officers, partners, owners, agents, representatives, employees or parties of interest has in any way colluded, conspired, or agree directly or indirectly with any other bidder, firm or person to submit a collusive proposal”. The statement shall also provide that “neither the bidder nor any of it’s officers, partners, owners, agents, representatives employees or parties of interest has in any way colluded, conspired, or agree directly or indirectly with any Beaver County School District employee to submit a collusive proposal”.
Contract: Any proposal to the district is not considered a contract; rather, proposals are considered “proposals”. Proposals do not become contracts until the Board of Education has formally approved the proposals and a separate contract is signed.
Legality: Bidders are fully responsible for ensuring all local, state, and federal laws, rules, and regulations they are subject to are complied should they be awarded a contract with Beaver County School District.
Indemnity The vendor agrees to defend, indemnify and hold the Beaver County School
Provision: District harmless from any liability or claim for damage because of bodily injury, death, and property damage, sickness, disease or loss and expense arising from the vendors delivery of product, or professional development.
Default: Bidders providing the product, shipping and/or professional development will be considered to be in default if/when they have failed to meet the completion date set forth in this document or within contracts established for procured services.
