The management and distribution of funds shall be compliant with R277-459. Classroom Supplies Appropriation.
The state legislature has allocated funds to go directly to teachers for classroom supplies and materials. HB2 (2013 Session) allocates the following amounts to each full-time equivalent (FTE) teacher:

For teachers working in a less than full-time equivalency (FTE), the amounts will be pro-rated to the teacher's FTE.
As a result, a VISA card has been obtained and issued to each teacher, and each teacher should sign and pick up this VISA card following these instructions.
It is the district’s desire to provide a flexible means for teachers to use these funds as intended by the legislature. Because of our district’s geography, it is often difficult to expend funds in local venues. The cards allow teachers to expend their allocation at various locations outside of our area. The cards also allow a means for internet purchasing. Nonetheless, abuse of this privilege can happen; teachers should take great care to follow the procedures outlined; otherwise, teacher supply card privileges can be revoked.
Between July 15 and the first day of school: Teachers can pick up their cards from the District Office.
TEACHERS MUST FOLLOW THESE RULES WHEN USING THEIR CARD
1. The card is the same as cash. The card cannot be replaced if lost. THE TEACHER SHOULD REPORT LOST OR STOLEN CARDS TO THE DISTRICT OFFICE IMMEDIATELY.
2. Teachers must retain receipts for ALL purchases and must return the receipts to the District office for proper accounting no later than April 1st. Failure to return receipts and the card may result in loss of future teacher supply card privileges.
3. The card must be spent on classroom supplies and materials—per state law. Failure to do so may result in loss of future teacher supply card privileges.
4. Teachers may not use the cards to make personal expenditures. Doing so may result in loss of teacher supply card privileges.
5. School principals are required to do an after-the fact review of all of their teachers’ purchases. Principals will be required to sign off and certify each teacher’s expenditures.
