This is a program that was run successfully at Western High School, AUHSD for many years.
Have teachers nominate students for a reading award. Give books from your book fair profits as prizes or ask your PTA to sponsor Gift cards to your local book store. Advanced Reader Copies from Library Conferences make good prizes as well.
Idea adapted from Chris Enterline, Teacher Librarian at Anaheim Union High School District (retired).
The first thing you need to figure out is what kind of prizes you can offer.
Here's a list of PBIS positive incentives:

Once you have some prizes, you can issue tickets for a drawing. Give tickets for checking out a book returning a book, completing a series, Student with the most check outs. Donating a book to the library, talking about a book you read with the librarian, a teacher, or another student.
