Innocent people are going to be executed by order of a corrupt leader in a small/medium settlement. They are being held prisoner somewhere in the leader's estate.
PCs can join NPCs in their plight to either thwart the leader or get paid out.
Scene 1: (Non-combat)
Brief dialogue with corrupt leader. PC's dialogue here will direct if they intend to:
A. Side with the leader (evil), "These chaotic times call for drastic measures. These disorderlies will serve as an example to the others."
B. or side with the prisoners (good), "What you're doing is wrong, these innocent people do not need to die. Give them a second chance."
The PCs are ushered out of the estate
Scene 2: (Combat)
If PCs expressed alignment with leader:
In collaboration with leader's guard retinue, fend off the rebels attempting to break in to kill the leader (corrupt).
Success: Get paid by leader.
Failure (leader dies): No reward.
With a small group of sting ops, break into the prison to kill the prisoner's before they are rescued (evil).
Success: If leader is alive, get paid more.
Failure: No reward.
If PCs aligned with prisoners:
Charge in and defeat the leader and guards.
Success: Executioners stand down. Reward from prisoners' families.
Failure: Leader escapes.
Rescue prisoners. Fight past guards and escort prisoners to safety.
Success: Reward from prisoner's families. If the leader is still alive, they are forced to emigrate (less reward).
Failure: Prisoners die.
