TESDA-9 holds Alay Sa Bayan Seminar-Workshop for new employees

The Technical Education and Skills Development Authority in coordination with the Civil Service Commission Regional Office No. 9 conducted a seminar-workshop entitled “Alay Sa Bayan” held on August 9-11, 2017 at the Zamboanga Seafoods House in Zamboanga City.

A total of 14 new employees from the different TESDA-9 operating units attended the said seminar-workshop.

The 3-day Seminar workshop aimed to provide new government employees an initial experience that would enhance their energies and commitments to public service.

The training began with a topic PAMBUNGAD NA GAWAIN with Ms. Bernardita Curato of CSC as the discussant. The activity was purposely prompted to make the participants be acquainted with each other simply by introducing themselves to their co- participants. The participants were grouped into various learning teams to manage the specific tasks in the different areas of Program Management.

The next topic was SINO-SINO TAYO. Ms. Curato grouped the participants into three groups and the participants came up with their group chant and group profile, namely Despacito, Zairap and Yemma team. Ms. Curato initiated an activity and motivated the participants to answer whirlpool of questions station by station. The participants were asked to describe their experiences in government service, and most responses include challenging, stressful, fulfilling, inspiring, motivating and tiring. The following was synthesized during the activity: learning cultural environment and participants’ concerns and feedbacks.

The next topic, TUKLAS MALAY, was discussed by Mr. Oscar Arquiza, it centered around the PRINCIPLES OF ADULT LEARNING and its steps (Activity- Analysis- Abstraction- Application): 1. People learn more quickly and easily; 2. Adults are self- directed; 3. People learn by doing; 4. People learn more effectively; 5. Adults need active participation. The three groups were asked to build a bridge using barbecue sticks, limited scotch tape and few newspapers. The essence of the activity is to inform the participants the importance of team work.

Afternoon session opened with a discussion of the topic IBAT- IBANG PAGTINGIN by Ms. Bernie Curato. Learned from this topic were the different views about communication and communication process. Accordingly, people communicate what they perceived and mean.

Filtering should also be taken into account in communication because in the communication compendium, both the sender and the receiver use a number of filters in selecting what they will send or receive. These filters were based on the factors like self-image, image of other person/s, definition of the situation, motives, feelings, intentions, attitudes and expectations. It was also stressed out in this topic that the effectiveness of the organization’s operation depends on the quality of interpersonal communication among employees. Mutual communication should be observed in solving existing dilemma rather than in attacking a person or a group. Another emphasis was placed on the five components which determined good and poor communicators – self- concept, listening, clarity of expression, coping with anger feeling and self- disclosure.

The second day of the training was made interesting when a topic ANG BUHAY PINOY took the central discussion. This time, the participants were given cut-out papers containing agri-products and asked them to barter their assigned product to their co-participants. The rationale behind this activity was to illustrate the real setting of Filipino living.

The next topic was PUSONG PINOY, which was discussed by Ms. Ester Pagente. The three groups were secretly given different sets of situation depicting the current situation of the Philippines. Each group was tasked to role play while the other group should observe the different behaviors and characteristics elicited during the different acts. A follow-up workshop was given, wherein the participants were asked to choose between two options per question. The purpose of this activity was for the other participants to observe the behavioral patterns elicited during the decision making process of each participants involved in the choosing of their best option.

The LAKAS PINOY was the next topic discussed. During the orientation the good characteristics public servants should embody to perform effectively was elaborately discussed. Accordingly, Values should be primarily observed which is something freely chosen from among the alternatives after having a thoughtful consideration of the consequences of each alternative. The participants were asked to create their own vision towards the nation as a group. The created vision was illustrated through a drawing. This was their output for the topic TUNGO SA PAMBANSANG PANANAW.

The topic ANG INYONG BAGONG LINGKOD opened the afternoon session wherein the participants were prompted to choose among what kind of public servants they wanted to portray by drawing their present work values and citing how to improve their ways in the future. At the same time, each group was made to compose a song about it, which they later sang.

The third day opened the discussion on the R.A. 6713 or otherwise known as Norms of Conducts of Public Officials and Employees. This topic gave the participants a firsthand knowledge on the different standards a public servant should imbibe and internalize while on the service like commitment to public service, professionalism, justness and sincerity, political neutrality, responsiveness to public, nationalism and patriotism, commitment to democracy and simple living.

The next topic was KANYA-KANYANG ALAY. The participants were made to compel to make their personal promises and commitment to themselves, to other person, to the organization, to their job, to their goal, to their ideal and values and to their cause of existence. To make these promises and commitments more realistic and purposeful, their co-participants should duly sign it attesting to its efficacy. The participants were also asked to read A CREDO FOR MY RELATIONSHIP. What ensued next was the finale activity which was the PAGLALAGUM/ RITUAL OF COMMITMENT which was followed by evaluation and recognition of those who in some way or another had excelled or executed desirable behaviors.

To conclude this session, the CSC Resource speakers facilitated the TAGUMPAY AT PAG-ASA NG BAYAN - a ritual of hope where the participants solemnly promise to perform our duties effectively in front the lightning flame, national flag and their co-participants.

A closing program followed wherein each group performed a sing and dance performance, and among the group three participants were handpicked to give their overall impression of the three-day seminar workshop. It was then followed by the distribution of certificate of attendance to the participants and certificates of appreciation to the three CSC resource speakers. -end (Mary Jane R. Amarado, AOV/HRMO)
