DSF attends Capability Build-up Seminar

Some prepared Audit Observation Memoranda (AOM) were presented to the participants for deliberation and discussion as part of learning evaluation in the later part of the seminar and participants were encouraged to indulge into a debate and argumentation with Mrs. Sarceno who was eventually dubbed as the Best Speaker among the participants.

Finally, Mrs. Sarceno conveyed her gratitude to Mrs. Rosella D. Darcera for giving her the opportunity to represent Dipolog School of Fisheries during the seminar and expressed her commitment that whatever learning she obtained will redound to the benefit of the school for the smooth implementation in the accounting procedures.

Mrs. Dina J. Sarceno, Accounting Chief of Dipolog School of Fisheries attended the Capability Build-up Seminar at Technical Development Institute Hall, TESDA Taguig, Metro Manila on June 23 to 25, 2015. The said seminar was participated by Accounting and Finance Personnel coming from TESDA Offices from the Central, Regional and Provincial Offices including Training Centers and Institutions nationwide.

"It caught us by surprise at first, because the seminar started through a report writing including techniques and its presentation. It was a very unique approach during the first part. However, participants realized later the significance and relevance of the agenda more particularly in writing effective memoranda, business letters, transmitting messages via email and other social network, as these are the routine works in the office to interact and communicate with other line agencies in the government," Mrs. Sarceno disclosed.

On the other hand, Atty. Redemptor D. Peig, State Auditor of the Commission on Audit-Central Office, discussed the important rules and government regulations to avoid COA disallowances.

"As public officials and specifically entrusted with government funds, you always have the accountability to the public. Therefore, strict compliance in the procedural laws, rules and regulations shall always be adhered," Atty. Peig emphasized during the seminar.
