DSF conjoins Open Distance Learning Public Consultation

Pursuant to Section 19 of Republic Act No. 10650, entitled “An Act Expanding Access to Educational Services by Institutionalizing Open Distance Learning in Levels of Tertiary Education and Appropriating Funds Therefore” otherwise known as “Open Distance Learning Act,” on Dec. 9, 2014, DSF associated Open Distance Learning Public Consultation thru Mme. Rosella D. Darcera (Vocational School Administrator), Mr. Quirino S. Tamayo (Vocational Instruction Supervisor I), and Engr. Julieta I. Aliman (Head, Tools Subject Department) at RTC-KPVTC, Buhisan, Tibungco, Davao City on May 15, 2015.

The said Open Distance Learning Act took effect on Dec. 24, 2014. The Commission on Higher Education (CHED) through Technical Education and Skills Development Authority (TESDA) with the assistance of the University of the Philippines Open University (UPOU) issued the implementing rules and regulations (IIR) to its constituents.

The support to ODL Programs (Sect. 10) covered the CHED and the TESDA (including DSF) to provide support to HEIs and post-secondary schools in developing and providing high quality programs and offerings in ODL education. Any qualified student enrolled in ODL programs under this Act (Sect. 11) shall have access to all privileges, opportunities and entitlements counting the availability of scholarships, grant-in-aid and loans from the government or government-administered funding sources.

The roles of the CHED and the TESDA (Sect.14) are directed to jointly devise systems, procedures, and mechanism, as well as to issue, amend, and update existing implementing guidelines necessary to ensure efficient and effective implementation of the Open Distance Learning (ODL) Act.
