The name comes from a turkic-speaking tribe.

According to the historian, researcher and chronicler M. Agha, this name denoted one of the cities of the Khazaria of karaites. They may have had a community there.

Among the karaites, the words «san-sam-shan» meant a good name, honor, glory, dignity, and the word «kalkan» meant a shield, a round defense, a city-fortress-shield.

In the 9th century, a community of karaites could live in Belaya Vezha, or Samkerts, after the khazars left there, especially since Kievan Rus treated their activities neutrally.

They were mostly busy reading some obscure books, they were closed, but they traded in the bazaars. Something like a freemason, they didn't go anywhere, they didn't impose anything on anyone. They married and married more among themselves, and that's why they degenerated.
