GIMP. LibreOffice. Google Draw.
Sketchpad is a simple drawing program for OS X (copy original picture to a new window if you can't change the text size). LibreOffice Draw is part of LibreOffice suite. GIMP is for raster graphics, image retouching, free-form drawing, converting between different image formats, etc.
11view, IrfanView and XnView are image viewers, but you can also use them to convert from one image format to another.
WinMorph is for morphing and warping.
Paint.NET is an image and photo editor for Windows.
POV-Ray is used for creating 3D graphics with textures, etc.
Inkscape is a vector graphics editor. With Google Draw and LibreOffice Draw you can create SVG files.
