Speculation: Could it be that the Earth's protective magnetic shield was weaker than it is now? That the harder radiation continuously sterilized the land masses, but life in the oceans was possible due to the protection below the water surface? Furthermore, that the radiation that did impact the oceans gave rise to greater chance of mutation which would have accelerated evolution? Just a thought.
