A prerequisite for engaging contractors is to ensure they are competent to, and capable of, undertaking the task for which they are required: See Contractor qualification policy; HSM145 for the company policy on engaging and managing contractors.
Contractors (and suppliers) are initially selected through the supplier selection process. Refer to Supplier Selection.
Ballard UK/Arcola Companies have a responsibility to ensure that contractor activities are then suitably controlled.
This includes:
Reviewing company / person capability prior to work commencing
Having a responsible person for them on site
Supervision for certain areas / activities
Visitor safety brief given including evacuation routes
Sign in
Safe system of work reviewed including reviews of Risk assessment and method statement
Barriers and signage available if required to restrict work area
Communication of impact to those impacted
Changes fed into change management (controlling changes during contractor work)
Alignment with our Covid-19 practices
Outsourcing
Ballard UK/Arcola has the responsibility to ensure Contractors who are responsible for core company operations (i.e. match the scope of the HSM) conform to the HSM.
This should be a key consideration when selecting contractors to perform this outsourced work. Refer to Supplier Selection.
