Apartment Hunting in 1946

The head of the Apartment Locating Bureau told “Talk of the Town” that in the prevailing market he was specializing in apartment swapping. Gone were the days when landlords paid commissions to brokers and entertained them at cocktail parties. They no longer enticed prospective tenants with new appliances or welcomed them with flowers. It was impossible for a renter to move up unless he negotiated a swap with someone looking to downsize.
