Our
study
looked
at
64
counties
that
seemed
most
comparable
to
our
own
population
figure.
The
County’s
Charter
Review
Commission
considered
three
proposals
to
change
the
current
structure:
expand
the
council
to
11
members
with
eight
from
districts
and
three
at-large;
go
to
all-district
representation;
or
maintain
the
current
council
size
at
nine
members
but
require
eight
seats
to
be
from
districts
with
one
at-large.
