Summary of Study

Between 1989 and 2005, three Bay Village, Ohio mayoral elections had five candidates. In each case, the mayor was elected by a plurality (34%, 34%, and 49% of the vote). The objective of this study was to identify an election process that would result in a more representative government in Bay Village.
