Dillon's Rule: Good or Bad for Local Governments?

Summary of Study
There have been numerous studies of the pros and cons of state and local governance under Dillon’s Rule versus home rule over the past few decades—and longer. Our unit meetings in October and November 2002 focused on Virginia’s government structure and the General Assembly, which provoked numerous questions and comments.
