This study examines the advantages and disadvantages of (1) primaries vs caucuses, (2) various types of open vs closed primaries, and (3) nonpartisan primaries. Strengths and weaknesses of Maine's evolving candidate selection systems are described and compared to those used elsewhere. The Study Guide summarizes the salient findings from the study, provides references for additional reading, and presents Consensus Questions.
