Luxemburg-Casco Schools rank as one of top districts in Wisconsin

District scores in top third of state; Intermediate School performs particularly well

LUXEMBURG, Wis. – The Luxemburg-Casco School District again has demonstrated itself as one of the highest-performing districts in Northeast Wisconsin and across the entire state, based on the annual District Report Cards from 2018-19 released today by the Wisconsin Department of Public Instruction (DPI).Luxemburg-Casco ranked in the top third among school districts in the state of Wisconsin, finishing 130th of 421 districts. Among the 38 school districts within Cooperative Educational Service Agency (CESA) 7 of Northeast Wisconsin, L-C was No. 13.

L-C students had an overall accountability rating of 77.4, putting them within the Exceeds Expectations category (73.0-82.9). Of 421 Public School Districts in the state, just over half (56.5%) fell into the Exceeds Expectations category or above.

Student achievement in the Luxemburg-Casco district was 81.4, more than 19 points higher than the state average of 62.3.

“As a small, rural district, we are very proud of the levels of learning demonstrated by our students,” says Glenn Schlender, Luxemburg-Casco Schools superintendent. “The district’s scores show a much higher performance in the numbers of students who are proficient and advanced learners, both at the state level and within our region.“Our teaching staff has a good understanding of what students need to learn, and they ensure that happens. Teachers utilize their extra time during the school day to reteach specific areas of concern to ensure that the learning occurs.”L-C students showed strong proficiency in both English Language Arts (ELA) and Mathematics. L-C had 87.7 percent of its students score at the Basic level or above in ELA, compared to the statewide average of 74.8. It also scored 5.0 points higher, 13.0, in the percentage of Advanced ELA students than the Wisconsin average (8.0).The differences between L-C and the state averages were even more dramatic within Mathematics. Nearly 90 percent of L-C students (88.8) scored at the Basic level or above – 17.1 points higher than the Wisconsin average of 71.7. L-C had an impressive 21.1% of Math students scoring at the Advanced level, well above the state average of 9.4% by nearly 12 points (11.7).Luxemburg-Casco students with disabilities scored on par with fellow students without a disability in both ELA and Math. In Math, the Value-Added Score provided by DPI was slightly higher for Students with Disabilities (3.4) than for Students without Disabilities (3.3). In English Language Arts, Students with Disabilities (3.1) posted an almost identical score as Students without Disabilities (3.2).Among the 38 school districts within CESA 7 of Northeast Wisconsin, the Luxemburg-Casco School District posted high ranks in ELA and Math for its percentage of students who were either Proficient or Advanced. In ELA, L-C finished fourth within CESA 7 with 60.1 percent of students who were Proficient or Advanced, nearly 20 points higher than the state average of 40.9. In Math, L-C ranked third in CESA 7, with 69.9 percent of students either Proficient or Advanced, more than 26 points higher than the Wisconsin average of 43.4.

For 2018-19, 2,112 public schools and 322 private choice schools received report card ratings. Report card ratings range from five stars, denoting schools and districts that significantly exceed expectations, to one star for those that fail to meet expectations.

Accountability Report Cards annually report on the performance of all public schools and districts in Wisconsin. They include outcomes in four priority areas:

    1. Student Achievement, which measures students’ level of knowledge and skills attained compared against state academic standards in English Language Arts (ELA) and mathematics

    2. Growth, which measures how rapidly students are gaining knowledge and skills from year to year, focusing on the pace of improvement in students’ performance

    3. Closing Gaps, which shows how much the school or district is closing statewide achievements gaps between student groups

    4. On-Track to Graduation and Postsecondary Readiness, which indicates how successfully students are achieving educational milestones that predict later success

The highest-performing school within the Luxemburg-Casco School District was the Intermediate School, which had an overall score of 89.1 to put it in DPI’s Significantly Exceeds Expectations category (83-100). Only 318 schools in the state posted this level of achievement.

The Intermediate School posted particularly strong numbers in Mathematics, scoring 48.9 of 50 in Achievement and 50.0 of 50 in Growth. More than one of three Intermediate School students (36.7%) were Advanced in Math, 27.3% more than the state average of 9.4%. Additionally, its value-added Growth score was 5.1, with 6 being the highest.

Only 4.3% of L-C Intermediate students failed to score at the Basic or above level in Math, compared to 28.2% statewide. Similar proficiency was shown in ELA at the Intermediate School, with just 8.4% of students performing below the Basic level, compared to 25.3% across Wisconsin.

“The performance of our students at the Intermediate School is a real credit to its principal, Jolene Hussong, and her team,” adds Schlender. “We are excited to see the academic performance of these students when they reach the higher grade levels.”

Among the other Luxemburg-Casco schools, the High School had an overall score of 71.8 (Meets Expectations), the Middle School posted an overall score of 73.7 (Exceeds Expectations) and the Primary School received a Satisfactory Progress rating (overall scores are not given due to a lack of testing in earlier grades).
