2020-21 State Report Cards Released

Luxemburg-Casco ranks among top school districts in area, state

Was one of small number of Northeast Wisconsin districts to improve/maintain its test scores

LUXEMBURG, Wis. – The Luxemburg-Casco School District was one of the highest-performing districts in Northeast Wisconsin and across the state based on the District Report Cards from 2020-21 released today by the Wisconsin Department of Public Instruction (DPI).

Successfully overcoming pandemic-related challenges, Luxemburg-Casco was among a small number of area districts to improve or essentially maintain its test scores from the last time they were reported two years ago. L-C students showed an improvement of nearly two percentage points in English Language Arts (ELA), from 60.1 for 2018-19 to 62.0 for 2020-21, while sustaining its performance level in Mathematics: 69.1 for 2020-21 vs. 69.9 for 2018-19. Testing was not conducted for 2019-20 due to COVID-19.

Among the 38 school districts of the Cooperative Educational Service Agency for Northeast Wisconsin (CESA 7), Luxemburg-Casco ranked second in both ELA (62.0) and Math (69.1).

“We are appreciative of the job that our teachers and staff did over the past year-and-a-half to sustain the high level of student learning we pride ourselves on at Luxemburg-Casco,” says Glenn Schlender, district superintendent. “It was a stressful year. Managing in-person and virtual learning at the same time was a heavy burden for teachers but they met the needs of our students, and for that we are grateful.

“We know some areas of deficiency remain due to virtual learning and the quarantining of students. The Luxemburg-Casco Board of Education has committed federal COVID-19 funds to hire six instructional staff members to help in getting these students caught up. We will do everything possible to get them back to the learning level they should be at for their respective grades.”

Luxemburg-Casco finished in the top third among school districts in the state of Wisconsin, finishing 123 of 421 districts.

L-C students had an overall accountability rating of 75.5, putting them within the Exceeds Expectations category (70.0-82.9). Of 421 Public School Districts in the state, 59.4 percent fell into the Exceeds Expectations category or above.

Student Achievement in the Luxemburg-Casco district was scored at 80.6, more than 20 points higher than the state average of 60.4.

Accountability Report Cards report on the performance of all public schools and districts in Wisconsin. They include outcomes in four priority areas:

1) Student Achievement, which summarizes how a school’s students performed on state assessments using a points-based proficiency system that gives partial credit for Basic test performance and extra credit for Advanced performance.

2) Growth, which measures year-to-year student progress on statewide tests, using a value-added model that seeks to control for circumstances beyond the influence of educators

3) Target Group Outcomes, which examines outcomes for students with the lowest test scores, promoting equity by helping schools to focus on learners who need the most support while also improving outcomes for all students

4) On-Track to Graduation, which indicates how successfully students are progressing toward completing their K-12 education

The highest-performing school within the Luxemburg-Casco School District was the Intermediate School, which had an overall score of 95.0 to put it in the Significantly Exceeds Expectations category (83-100) of DPI. The L-C Intermediate School was ranked No. 15 in Wisconsin among 2,601 school buildings in the state.

Its Achievement level of 83.1 in ELA was more than 22 points higher than the state average of 60.5. Similarly, its Mathematics Achievement level (99.5) was 32-plus points above state levels.

The Intermediate School also continued its historically high level of proficiency in Mathematics. More than one-third of Intermediate School students (35.9%) were Advanced in Math – significantly higher than the state average of 10.1%.

The Growth score of the Intermediate School was an outstanding 99.2, including 100.0 in Mathematics.

“The strong academic performance of students at our Intermediate School is extraordinary,” adds Schlender, “and demonstrates the outstanding work of its principal, Jolene Hussong, and her team of educators. They continue to build a powerful early base of academic success in Luxemburg-Casco.”

Luxemburg-Casco Middle School received an Exceeds Expectations score of 71.1. Its On-Track to Graduation score was 92.3.

The On-Track to Graduation score of Luxemburg-Casco High School was 94.6. It received a Meets Expectations score of 59.5.

Student learning in Grades 3-8 is assessed through the Wisconsin Forward Exam. Student progress toward college and career readiness is measured in Grades 9-10 through the ACT® Aspire® Summative Assessments. Grade 11 students take the ACT® test, an entrance exam used by most colleges and universities to make admissions decisions, for the measurement of student learning.
