The docks are one of the most active and most dangerous areas in Sanction. Pirates regularly shanghai unsuspecting adventurers taking them as boat slaves. The Thieves guild is currently very powerful benefiting from high demand for food and many other goods. It is also home to one of Ansalon's most wealthy banks: The Thorned Vault. The Bank is widely thought to be the seat of power for the Circle of the Black Thorn.
A. The Broken Latch - A pub and Inn. There are rumors that this is a front for the local Thieves guild. There are also rumors that many patrons have gone to sleep in their room only to wake up at sea on a pirate ship.
- Zevard - Lemish Human 6'3" - He owns the Inn and usually is working as the Bar Tender and Bouncer.
- Elinda - Zevard's Wife.
B. The Thorned Vault: A large stone building which survived the birth of the Lords of Doom. It has since acted as a place for pirates and thieves to store their loot. The Circle of the Black Thorn has used the accumulation of wealth to spread their influence around the continent.
- Sivas Veil - Race unknown - He has red skin and is known to drink a thick red liquid during longer meetings. He is believed to be a Black Robe Mage. What is certain, he is a major stake holder in The Thorned Vault and seems to have the final say in their activities.
The Hidden Fathoms Thieves Guild - operates rather openly. They control a great deal of power through a direct association with The Thorned Vault. They extort most of the local businesses, control all the gambling houses, and are currently in a cooperative peace with the Sanction Council.
The Guilds of Sanction - Various Guilds line the shore of Sanction west of the Docks. These provide organization and essential services to the Dragon Armies.
D. The Circle Market - Here open stalls are occupied by vendors of various items. Everything from basic bread to rare magical items can occasionally be found here. Many of the stalls change vendors on a daily basis as they are offered generally as a first come first served location. That said, a few vendors actually live in the hovels nearby and hold claim to their stall permanently.
