Sanction is the seat of the Dragon Armies. It has been a gathering place for rouges, pirates, refugees and other undesirables since Cataclysm.
The City is divided up into several areas which are isolated by flowing lava from the 'Lords of Doom', a group of volcanos which first erupted during Cataclysm.
