Greetings,

Attached you'll find the Finance Committee's proposed 2017 Fiscal Year budget, which will be considered at the Board meeting tomorrow. Pending approval, it will be considered at the Annual Business Meeting in Boston. We're very excited about this budget, which we believe represents a step forward for AVP-USA.

Included as well is a proposal to support the Swarthmore College project for archiving AVP's history.

1. 2017-18 Fiscal Year (FY) Budget proposal

The Finance Committee recommends the endorsement of the proposed budget. It includes three new and notable efforts:

a. Increase the Fundraising Coordinator stipend from $6,000 to $9,000. In addition to continuing the current fundraising campaigns, the fundraiser would be expected to

i. Increase the donor base, with new donors coming from outside the AVP facilitator/volunteer areas

ii. Initiate a 3-year campaign to underwrite an Administrative Manager for $25k to $30k per year beginning in the 2018-19 FY, who would have duties central to the AVP-USA Headquarters:

1. Distribution Center (see below)

2. Bookkeeping

3. Fundraising support (including donor database management)

This effort is modeled in part on the AVP-CA Outreach Coordinator Campaign

b. Communications: Hire an Administrative Manager, dedicated to responsibilities in the Distribution Center and AVP-USA Headquarters for the last 6 months of the FY. The position would be budgeted at $4,250. The Finance Committee anticipates that the position will expand in the following FY to include additional administrative, bookkeeping and clerical duties.

c. CLARG Outreach Grants: AVP-USA would spend up to $3000 to support local outreach coordinator positions. AVP-USA will match funds for up to $1000 for selected local groups, with no more than $3000 total in the first year of this pilot program. Local AVP chapters are invited to submit proposals detailing:

1) How an outreach coordinator will help them expand their program

2) Plans for recruitment of the coordinator

3) A structure for both support and accountability for the coordinator

4) A plan to raise the initial funds to be matched by AVP-USA

5) Duties, responsibilities, and time commitments of the coordinator.

CLARG will be responsible for evaluating applications and presenting results to the Board.

These proposed increases would be paid for through added fundraising, and in time by additional products offered through the Distribution Center, and services offered to local and regional AVP groups.

2. Swarthmore College Historical Archive

a. Swarthmore College has agreed to be the repository for AVP’s historical documents. While there is no direct fee for this, Marge Schlitt (AVP-Nebraska) indicates that the library will incur costs in organizing and cataloguing. She has hopes that AVP-USA could raise as much as $50,000 to support this, and pledged $1,000 toward this if AVP-USA would at least match the commitment.

b. Action: The committee recommends that the Board direct the Treasurer to spend $4,000 from the money market account in our reserve account, joining Marge’s $1,000 commitment, sending a total of $5,000 to Swarthmore College in support of the organizing and cataloguing effort. It would be expensed under the “other income and expenses” portion of the books, rather than the operating portion of the books. And a note would be added indicating this is a one-time expense.
