Communications and Finance Committees have agreed regarding the "special case" electronic manual distribution:

1. The 4 manuals (Basic, Advanced, T4F, and Youth) will cost 1/2 of the printed manual rate, which will still result in a $2.00 - $3.50 profit per manual. Very few of these will be sold in any event.

2. This rate for electronic manuals is not to be considered a precedent for future pricing or world-wide pricing as the manual development costs are likely to be higher for future editions.

3. Access to electronic manuals will undergo a vigorous needs screening by the Distribution Service, recipients must agree to refrain from further distributing their copies, and they will be distributed as locked (uncopyable into other formats and uneditable) PDF's.
